City Council Meeting Minutes August 16,2016 <br /> Against: 0 <br /> 18. Consider approval of Ordinance 2016-31, on the first of two readings, authorizing the <br /> redemption of all outstanding City of San Marcos, Texas Waterworks and Waste <br /> Water System Revenue Bonds, Series 2006 and Taxable Series 2006. <br /> A motion was made by Council Member Gregson, seconded by Council <br /> Member Hughson, to approve Ordinance 2016-31, on the first of two readings. <br /> The motion carried by the following vote: <br /> For: 7- Mayor Guerrero, Mayor Pro-Tern Thomaides, Council Member Prather, Deputy <br /> Mayor Pro Tem Prewitt, Council Member Hughson, Council Member Derrick and <br /> Council Member Gregson <br /> Against: 0 <br /> 19. Consider approval of Ordinance 2016-32, on emergency, ordering a General Election <br /> to be held on November 8, 2016 for the purpose of electing a Mayor, City Council <br /> Member for Place 1, and a City Council Member for Place 2; and ordering a Special <br /> Election to fill a vacancy for the one year remainder of the unexpired term of office of <br /> City Council Member Place 3 to be conducted concurrently with the General Election; <br /> making provisions for conducting the Election; declaring an emergency creating the <br /> need to adopt this ordinance with only one reading; and providing an effective date. <br /> A motion was made by Council Member Hughson, seconded by Council <br /> Member Derrick, to approve Ordinance 2016-32, on emergency. The motion <br /> carried by the following vote: <br /> For: 7- Mayor Guerrero, Mayor Pro-Tem Thomaides, Council Member Prather, Deputy <br /> Mayor Pro Tem Prewitt, Council Member Hughson, Council Member Derrick and <br /> Council Member Gregson <br /> Against: 0 <br /> 20. Consider approval of Resolution 2016-112R approving a Chapter 380 Economic <br /> Development Incentive Agreement for "Project Texas" that provides incentives in the <br /> form of annual refunds of 50 percent of ad valorem taxes from personal property and <br /> 75 percent of sales tax revenues generated over ten years, with a possible extension <br /> for two additional ten year periods, for the receiving company to locate and operate an <br /> Internet Sales Operations Center in the city; authorizing the City Manager to execute <br /> said agreement; and declaring an effective date. <br /> Jared Miller, City Manager, provided the Council with an introduction and <br /> overview of the project. He formally announced that the company associated <br /> with the agreement is Best Buy. <br /> A motion was made by Council Member Gregson, seconded by Council <br /> Member Hughson, to approve Resolution 2016-112R.
