City Council Meeting Minutes August 16,2016 Member Gregson, to approve Resolution 2016-111R. The motion carried by the following vote: For: 7- Mayor Guerrero, Mayor Pro-Tern Thomaides, Council Member Prather, Deputy Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and Council Member Gregson Against: 0 NON-CONSENT AGENDA 16. Consider approval of Ordinance 2016-25, on the first of two readings, amending Chapter 4, Article 4, Division 2 and associated definitions in Chapter 8 of the Land Development Code to modify the standards for exterior building materials applicable to non-residential buildings in commercial, public and industrial zoning districts; providing a savings clause; providing for the repeal of any conflicting provisions; and providing an effective date. Shannon Mattingly, Director of Planning and Development Services, provided the Council with an update on the changes that the subcommittee was recommending. Chris Martin, Ash & Associates, spoke on behalf of the Architects Alliance. There was a request for potential solutions to be sought, should the need arise, for small businesses leaving San Marcos if the costs of recladding their building after expansion becomes too costly to them. There was an invitation to the Architects Alliance to provide feedback into the Land Development Code during the rewrite process. Decorative concrete tilt wall with articulation will be included for commercial standards. A motion was made by Council Member Gregson, seconded by Council Member Hughson, to approve Ordinance 2016-25, on the first of two readings. The motion carried by the following vote: For: 4- Mayor Guerrero, Mayor Pro-Tem Thomaides, Council Member Hughson and Council Member Gregson Against: 3- Council Member Prather, Deputy Mayor Pro Tern Prewitt and Council Member Derrick 17. Consider approval of Ordinance 2016-30, on the first of two readings, repealing Ordinance 2013-45 which authorized the assessment and collection of fees for certain services provided by the San Marcos Fire Department; providing for the repeal of any conflicting provisions; and providing an effective date. A motion was made by Mayor Pro-Tem Thomaides, seconded by Council Member Derrick, to appove Ordinance 2016-30, on the first of two readings.
