City Council Meeting Minutes August 16,2016 <br /> flooding from the all saints flood in that area. S addressed the curb cut issue <br /> and how the Greenbelt Alliance was made promises that there wouldn't be any <br /> curb cuts off of Wonder World. HEB has litigation on the record and she <br /> spoke provided that information. <br /> Kate Johnson, Chairwoman of the Hays County Historical Commission, stated <br /> that she is a volunteer and they have a wonderful group of people that <br /> volunteer for this arm of County Government. She follows the laws and she <br /> spoke about concerns with the rivers, but she understands that the man has <br /> been altering the course of rivers for centuries and that with the dam you are <br /> still altering the course of the river. She stated that flooding alters the course <br /> of the river as well and stated that the Council has not looked at repairing this <br /> dam and that is what the section 106 review is all about. <br /> Dianne Wassenich, spoke for the San Marcos River foundation, stated that the <br /> Council's review has been slow and careful. They appreciate the council not <br /> doing anything immediately. They feel that there is a great amount of <br /> misinformation regarding the lake like areas of San Marcos. She mentioned <br /> that people with special needs can access the river starting at the Meadows <br /> Center. The council can also build an area at Stokes Park. She asked the <br /> Council to do what's best for the river and remove this dangerous dam. <br /> Larry Tim Bauerkemper, addressed the Council regarding the Cape's Dam <br /> issue and spoke about how he feels that the City values history. He stated that <br /> a city that values its history doesn't place "unknown" on a permit and that this <br /> dam is indeed eligible. He stated that this is the last remaining piece of history <br /> of slave labor in Hays County and that it is the oldest industrial site in the <br /> county. He stated that it provides and education opportunity and that if it is <br /> not repaired that we will lose that. <br /> Leticia Dorofeev, spoke in regards to Item #21 regarding the multifamily trash <br /> proposal. She stated that she has not heard anything from the City regarding <br /> this item and that she is concerned that the senior rate is triple what it is <br /> currently. She stated that this would impact their other amenities they are able <br /> to offer their residents. She asked that they please not raise their rate. <br /> Tom Goynes, addressed the Council regarding his dislike of dams, but he does <br /> love rapids. He asked that the City bring in Gary Lacey and let him do it right <br /> and make it safe to take the Mill Race. He stated that you could call it Cape's <br /> Falls. <br /> City of San Marcos Page 4 <br />
