City Council Meeting Minutes August 16,2016 <br /> striking "in section 1.015" and inserting "the preceding subsection", amending <br /> Sec. 2.462 adding every member of the planning and zoning commission as <br /> required to submit a financial disclosure. <br /> The Council provided direction to Staff to bring back an ordinance that <br /> included the recommended changes and also provided direction for the Ethics <br /> Review Commission to look at the following topics: lobbying, the reporting of <br /> land acquisition by officers or officials, and campaign fundraising. <br /> 6:00 PM <br /> V. 30 Minute Citizen Comment Period <br /> James R. Clements, addressed the Council regarding the Cape's Dam issue as a <br /> member of Central Texas Returning Heroes that assists all Veterans and First <br /> Responders. He works closely with Council Member Prather as his role as the <br /> Hays County Veterans Affairs Officer. He praised Ben Kvanli for his <br /> involvement in the therapeutic recovery of his clients. He is also a member of <br /> the Army Corp of Engineers and a Vietnam Veteran. He stated that he has a <br /> lot of experience in the building and removal of dams and bridges. He <br /> provided that he feels this is important and not to remove the dam. <br /> Brian Olson, addressed some misunderstandings on reports that the Council is <br /> receiving. He stated that the health and safety of people needs to be <br /> considered. He spoke about the safety of the channels. He stated that Kate <br /> Johnson with the Hays County Historical Commission asked to be involved <br /> and has never received a call. He spoke about concerns with permitting <br /> specifically the sand and gravel permit. <br /> Lila Knight, addressed the Council regarding her disappointment in the Staff <br /> and US Fish and Wildlife. She also referenced the Texas Historical <br /> Commission letter and that it states explicitly that they are on the National <br /> Register and that Mike Montane ignored their own Environmental Impact <br /> Study. She asked why we haven't heard from Texas Parks & Wildlife. She <br /> questioned what impacts the removal of the dam will have on future flooding. <br /> She stated that this is a very complex issue and she thanked the Council for <br /> their consideration. <br /> Lisa Marie Coppoletta, stated that it's very important that we have the <br /> updated FEMA flood maps of the proposed HEB area. She stated that we <br /> should have buffers around a flood plain area. She asked why we wouldn't <br /> have a parking lot that absorbs water.
