Langenkamp <br />Director of Airport Jack Doughty <br />Director of WIC Eddie Ortega <br />Director of SMEU Bob Higgs <br />Director of Finance Bill White <br />Fire Chief Dan O'Leary <br />Also Present: Kim Doherty, Collette Duran, Melissa Millecam, Mario Gutierrez, Kelly Franks, <br />William Ford, Linda Spacek, Phil Neighbors, Lydia Marie Trevino, Scott Maier, David Chiu, <br />Ted and Frances Breihan, Reverend Bernie Sandburg, Curtis and Becky Jenkins, Ken and Jane <br />Moss and others. <br />Mayor Moore called the meeting to order at 7:30 p.m. <br />Mayor Moore introduced the ten-minute citizen comment period. Rosemary Davis stated she felt <br />the Animal Shelter needed a new location and would like the Council to consider this during the <br />budget process. Ms. Davis stated the public needs more education regarding the Shelter and the <br />fines involved in owning pets. She stated she would like Southwest Texas State University to <br />supply in their orientation materials the fines and responsibilities of owning pets. She also felt <br />the Animal Shelter needed another employee and would like to have the pets spayed, neutered <br />and held for a three day limit. <br />Mayor Moore introduced an appointment to fill a vacancy on the Human Development <br />Commission. Mr. Guerra moved to appoint Robert Mooney, which passed unanimously. <br />Mayor Moore introduced an appointment to fill a vacancy on the Zoning Board of Adjustments <br />and Appeals. There were no nominations, so Mayor Moore requested this be placed on the next <br />agenda. <br />Mayor Moore introduced an appointment to fill a vacancy on the Ethics Review Commission. <br />Ms. Hughson asked staff to find out if Deborah Emerson was currently serving on another board. <br />Mayor Moore requested this appointment be placed on the next agenda. <br />Mayor Moore introduced a public hearing on the proposed 1997-1998 Budget. Mayor Moore <br />opened the public hearing and asked if anyone wished to speak. George VonderLippe asked how <br />much of the streets budget was for major maintenance. Mr. Gilley stated 10% of the money <br />budgeted was for overlay and reconstruction. He stated approximately 15 to 20 miles of work <br />was included in the budget. Marla Johnson, Hays Caldwell Women's Center, requested the City <br />* Mr. Cox not present at this meeting.
