Mr. Hart asked if the minimum wage amount directly contributed to <br />the increase in minimum wage. Mr. Gilley stated that was correct. Mr. Hart questioned the <br />salary items for M.I.S. Mr. Gilley stated it was to fund 100% of a position hired mid-year last <br />year and the addition of one new employee. Mayor Moore asked if City employees were still on <br />the main frame. Mr. Gilley stated most employees have their own computers. He stated the <br />Library has a stand alone computer and the Police Department has mini computers; however, <br />they are moving to a micro-computer system. Mayor Moore questioned the City Council about <br />funding for the Corridor Business Incubator, CVB Budget and matching funds for the Tanger <br />proposal for an expanded advertising campaign. Ms. Hughson stated she felt the CVB had some <br />dynamic ideas happening now and was not interested in pulling money from other line items. <br />Mr. Guerra stated he would like to discuss those items in Executive Session before any questions <br />were answered and felt like another public hearing should be scheduled in the future. He also <br />requested the Council make a policy decision regarding the Convention Center Funds and the <br />Hotel Motel funds to possibly promote tourism and the tourism center. Mr. Guerra asked about <br />the City's retirement benefits. Mr. Gilley stated the City would match 6% this year and 7% next <br />year and he would educate the staff when the budget is adopted. Ms. Hughson suggested the <br />staff inform the Human Services Advisory Board a figure to work with when making <br />recommendations for the Social Service Agencies. Mr. Gilley stated they were informed of a <br />figure this year. Mr. Hart suggested using a new system next year. Mr. Hart asked the <br />approximate square footage of the Hispanic Chamber. Lydia Marie Trevino stated 400 square <br />feet. Ms. Trevino added they would like to add a computer lab in the Incubator for space and <br />presence in the Incubator for small minority business. Mr. Mihalkanin asked about the <br />maintenance at the Airport for the old Firehouse. Mr. Gilley stated staff is researching the <br />possibilities and will make recommendations in the future. Mayor Moore asked about additional <br />hangars at the airport. Mr. Gilley stated all the City owned hangars were full and none have been <br />added. Mr. Gilley reminded the Council the bond proposition for additional hangars failed. <br />Mavor Moore introduced a public hearing and approval of an Ordinance on first reading, the <br />caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING ARTICLE 2, MASTER PLAIN, OF CHAPTER 102, PLANNING, <br />OF THE CITY CODE TO ADD A SECTION 102.029 REGARDING THE ADOPTION <br />OF SECTOR PLANS; APPROVING THE SECTOR ONE PLAN; INCLUDING <br />PROCEDURAL PROVISIONS: AND PROVIDING FOR PENALTIES. <br />Mr. Mihalkanin moved for approval of the Ordinance on first reading and Mr. Guerra seconded <br />the motion. Mr. Patterson explained Sector Plans are amendments to the Master Plan to address <br />land uses, which are guides to where the City may be in the future. He expressed there were a <br />total of eight Sector Plans. Mr. Patterson explained Sector Plans will not change zonings, and <br />there was a specific process for changing zonings. Mr. Patterson stated detailed ground surveys <br />were complete on all sectors. He stated they held a public hearing and staff took the information <br />to the neighborhoods. Mr. Patterson stated the meetings had representatives from the <br />neighborhoods and some of the original Horizon's members. At each meeting the problems of <br />traffic and transportation arose. At the Sector meetings draft plans were prepared and presented. <br />At that point staff made more revisions and presented them to the Planning and Zoning <br />Commission which is recommending them to the City Council. Ms. Hughson requested a current <br />land use designation with each Sector Plan. Ms. Hughson asked why industrial use was being <br />changed to multi-family. Mr. Patterson explained it was due to landowner request. Mayor <br />Moore then opened the public hearing and asked if anyone wished to speak. George <br />VonderLippe stated he attended the Sector One Plan meeting and thought the staff did an <br />excellent job of meeting the objectives: 1) Floodplain Land Uses were compatible, 2) <br />Identification of parcels, 3) Multi-Family lots will remain; however, can be re-evaluated, 4) <br />Vacant land suitable for infill, building compatible for use; however streets and drainage <br />improvements are needed, and 5) transportation, which will be impacted by four major <br />thoroughfares, will be the largest challenge. Mr. VonderLippe stated the Planning Department <br />did a complete and thorough job of planning the document. There were no other speakers so <br />Mayor Moore closed the public hearing.
