6 <br />Regular Meeting August 11, 1997 Page 6 <br />AYE: Mihalkanin, Guerra. <br />NAY: Hughson, Han, Moore, Hernandez. <br />ABSTAJ?N: None. <br />Motion fails. <br />Mayor Moore introduced approval of dates for a Quarterly Workshop. Mr. Gilley stated <br />Downtown Parking and Drainage Utility would be two items on the agenda. The Council agreed <br />on September 5, 1997, and Ms. Hughson suggested allocating time units for each item. <br />Mayor Moore introduced a discussion regarding Bishop Street truck traffic. Mr. Guerra stated <br />Bishop Street was constructed by the City and has been worked on for years. He felt this street <br />was not constructed for eighteen wheelers and the city should prohibit trucks from traveling that <br />road due to safety and welfare of school kids, Mr. Guerra suggested allowing certain tonnage on <br />Bishop. Ms. Hughson stated concern with detouring traffic onto Ranch Road 12 and Moore <br />Street. Mr. Hart stated this is a transportation issue and Ranch Road 12 would be the State's <br />responsibility. However, we should wait and hear from the Bond Committee. Discussion <br />ensued and Council directed Mr. Gilley to review traffic patterns, assess damage and existing <br />damage and potential causes of damage. Mr. Guerra requested staff also make recommendations <br />on solving the problem. <br />Mayor Moore introduced the City Manager's Report. Mr. Gilley had no report at this meeting. <br />Mavor Moore introduced the City Attorney's Report. Mr. Taylor had no report at this meeting. <br />Mayor Moore introduced the City Council's Report. 1) Mr. Hernandez stated the Fish Hatchery <br />parking lot and the City Park parking lot fills up with students when school begins and the City <br />needs to adopt rules regarding parking in these areas. 2) Mr. Mihalkanin stated the University <br />was interested in working with the private sector and City government regarding the parking lot <br />behind the old fire station. He suggested designating one or two people from the Council meet <br />With a committee of individuals to discuss the parking situation. Mr. Guerra suggested <br />appointing an interim committee composed of Southwest Texas, Private Sector, Downtown <br />Merchants, City and Chamber to have a specific charge and recommendations on solving the <br />parking problem. Ms. Hughson stated she would like to see the employers have some <br />responsibility for parking for their own employees in the downtown area. Mayor Moore <br />requested Mr. Gilley place this item on the Workshop agenda. 3) Mr. Hernandez stated the <br />hospitality room for the American G.I. Forum supported by the City Council was a complete <br />success and thanked the Council for their support. <br />Mayor Moore introduced an Executive Session pursuant to Government Code, Section 551.071, <br />to discuss matters where the City Attorney's ethical duty to the City clearly conflicts with <br />Government Code Chapter 551 (tourism promotion contracts and economic development <br />contracts); and Section 551.074, to discuss duties of public officers (Planning and Zoning <br />Commission, City Manager). Mr. Guerra moved to adjourn into Executive Session at 10:07 p.m. <br />and Mr. Hernandez seconded the motion, which passed unanimously. <br />Mr. Guerra moved to reconvene from Executive Session at 11:59 p.m. and Mr. Mihalkanin <br />seconded the motion, which passed unanimously. <br />The meeting adjourned at 12:00 a.m. on motion made by Mr. Hernandez and seconded by Mr. <br />Mihalkanin. <br />N A?, V\r" <br />Billy G.
