Alan Plummer Associates, Inc. <br />Water Master Plan Update 2016 <br />1 <br />The City of San Marcos (City) retained the services of Alan Plummer Associates, Inc. (APAI) to <br />update its comprehensive Water Master Plan (WMP), which APAI had completed in 2003. Over <br />the past thirteen more slowly than was anticipated in the <br />2003 Plagrowth is still expected to add almost 40,000 people to the water <br />Additionally from the previous <br />WMP, such as with the acquisition of the Kingswood area. For these reasons, updates of the <br />o facilitate and provide a plan for the construction of <br />capital improvements that allow the distribution system to effectively serve all developed areas <br /> <br />The 2016 Water Master Plan Update will extend the infrastructure planning <br />window out to 2035 and provide the City with an updated and recalibrated hydraulic model of <br />the potable water distribution system. This report presents a summary of the modeling effort and <br />a revised capital improvements project list (CIP List) as of April 2016. The primary tasks <br />comprising the scope of services for the 2016 Water Master Plan Update include: <br />1. Data Collection and System Asset Inventory <br />2. Existing Data Analysis/Evaluation <br />3. Develop Field Testing Plan <br />4. Supervise/Conduct Field Testing <br />5. Develop Preliminary Existing System Hydraulic Model <br />6. Calibrate Existing System Model to Field Data <br />7. Existing System Regulatory Evaluation <br />8. Identify Operational Criteria <br />9. Develop Future Year Demand Distributions <br />10. Review and Comment on Water Design Criteria <br />11. Develop and Run Future Year Model Scenarios <br />12. Develop Water Quality Model Scenarios <br />13. Develop CIP List <br />14. Develop Comprehensive System Map <br />15. Develop Master Plan Document <br />The remainder of this report is organized as follows: <br /> Chapter <br />operation of the system, and a review of the regulatory requirements for water supply, <br />pumping, and storage. <br /> Chapter 3 presents highlights of the hydraulic model development and calibration, which <br />was detailed in a previously submitted Technical Memorandum. <br /> Chapter 4 reviews the population projections and related water demands used in the <br />future model simulations. <br /> Chapter 5 discusses existing and future water supply options available to the City. <br />1-1 <br />m:\projects\0600\022-01\doc\report\draft\draftmasterplan-v15_hef.docx <br /> <br />
