Alan Plummer Associates, Inc. <br />Water Master Plan Update 2016 <br />4 <br />Water service area population and water demand projections were based on the projections for <br />future developments performed for the 2015 Wastewater Master Plan (WWMP). Adjustments <br />were made to account for the differences between projections performed for the WWMP, the <br />2013 Comprehensive Plan, and the 2014 Water Conservation Plan. The following sections <br />describe the methodology used to arrive at water demand projections used for input to the <br />hydraulic model. <br />4.1 WATER SERVICE AREA POPULATION PROJECTIONS <br />3 Comprehensive Plan, residential and employment growth areas, as well as <br />known proposed developments were identified. However, APAI noticed that the population <br />projections used in the WWMP were considerably lower than the projections used for the 2014 <br />Water Conservation Plan, and also did not agree with the projections in the 2013 <br />Comprehensive Plan. <br />After consulting with City staff, APAI utilized the higher projections from the Conservation Plan <br />(which are based on projected water service area growth). The final water service area <br />population projections are displayed in Table 4-1. <br /> <br />Table 4-1: Water Population Projections <br />Year Population Annual Rate of Growth <br />2013 53,540 - <br />2020 71,117 4.14% <br />2025 77,968 1.86% <br />2035 92,989 1.78% <br /> <br />As shown, the Conservation Plan population projections expect fairly rapid growth through <br />2020. The following section describes the translation of water service population to water <br />demand. <br /> <br />4.2 WATER DEMAND PROJECTIONS AND FUTURE DISTRIBUTION <br />To ensure that the 2016 Water Master Plan Update accounted for conservation targets in the <br />Water Conservation Plan, APAI multiplied the gallons per capita per day (gpcd) usage targets <br />from the Water Conservation Plan for each year by the population projection to arrive at total <br />system average day demand.
