City Council Meeting Minutes September 6,2016 <br /> consideration and let them know he was available for questions. <br /> There being no further comments, Mayor Pro Tern Thomaides closed the <br /> Public Hearing at 8:46 p.m. <br /> A motion was made by Council Member Prather, seconded by Deputy Mayor <br /> Pro Tem Prewitt, to approve Ordinance 2016-29, on the first of two readings. <br /> The motion carried by the following vote: <br /> For: 5- Mayor Pro-Tern Thomaides, Council Member Prather, Deputy Mayor Pro Tern <br /> Prewitt, Council Member Hughson and Council Member Derrick <br /> Against: 0 <br /> Absent: 1 - Mayor Guerrero <br /> Recused: 1 - Council Member Gregson <br /> 22. 7:00PM Receive a Staff presentation and hold a Public Hearing to receive comments <br /> for or against Resolution 2016-120R approving a request by Humpty Dumpty SSM, <br /> Ltd. for a Conditional Use Permit to allow purpose built student housing within portions <br /> of Lots 2 and 5 of the Springtown VI Subdivision, located at 200 Springtown Way; <br /> authorizing City Staff to issue a Conditional Use Permit consistent with this <br /> Resolution; and declaring an effective date; and consider approval of Resolution <br /> 2016-120R. <br /> Shannon Mattingly, Director of Planning and Development Services, provided <br /> the Council with a brief presentation. <br /> Mayor Pro Tem Thomaides opened the Public Hearing at 8:54 p.m. <br /> There being no comments, Mayor Pro Tern Thomaides closed the Public <br /> Hearing at 8:54 p.m. <br /> Council Member Gregson filed an affidavit with the City Clerk abstaining to <br /> avoid the appearance of impropriety from this item. Mr. Gregson left the <br /> Council Chambers during this item. <br /> Council Member Hughson noted that there have been a number of issues with <br /> student housing not being completed prior to the first day of school and that <br /> causes major problems. She asked that this be studied for a remedy that can <br /> be added to the ordinance on Purpose Built Student Housing. Council <br /> requested a future agenda item to create a subcommittee to look at options to <br /> enforce student housing owners to provide hotel rooms to lease holders if the <br /> complex has not received a Certificate of Occupancy prior to the beginning of a <br /> City of San Marcos Page 11 <br />
