City Council Meeting Minutes July 19,2016 <br /> despite a college student renting it and having a party. Other cities have issued <br /> a permit and after a certain number of violations then the permit is lost and <br /> that seems to be a good method of holding people accountable. <br /> CONSENT AGENDA <br /> A motion was made by Council Member Gregson, seconded by Deputy Mayor <br /> Pro Tem Prewitt, that the consent agenda consisting of items 5-12, be <br /> approved, with the exception of item 7 which was pulled and considered <br /> separately. The motion carried by the following vote: <br /> For: 5- Mayor Pro-Tern Thomaides, Deputy Mayor Pro Tern Prewitt, Council Member <br /> Hughson, Council Member Derrick and Council Member Gregson <br /> Against: 0 <br /> Absent: 2- Mayor Guerrero and Council Member Prather <br /> 5. Consider approval of the following: <br /> June 29, 2016- Special Called Meeting <br /> July 1, 2016 - Packet Meeting Minutes <br /> June 5, 2016 - Regular Meeting Minutes <br /> 6. Consider approval of Ordinance 2016-22, on the second of two readings, amending <br /> the Official Zoning Map of the City by rezoning 4.78 acres of land, more or less, out of <br /> the J.M. Veramendi Survey located on the southeast corner of the intersection of <br /> IH-35 and East River Ridge Parkway from "FD" Future Development District to "PDD" <br /> Planned Development District with a base zoning of "GC" General Commercial <br /> District; approving standards for said Planned Development District; including <br /> procedural provisions; and providing for penalties. <br /> 7. Consider approval of Resolution 2016-12R, approving an Interlocal Agreement with <br /> Texas State University (Edwards Aquifer Research and Data Center) providing for <br /> Groundwater Quality Monitoring Services in the vicinity of the Kissing Tree, previously <br /> known as Paso Robles, Development site for an amount not to exceed $30,000; <br /> authorizing the City Manager to execute this Interlocal Agreement on behalf of the <br /> City; and declaring an effective date. <br /> A motion was made by Deputy Mayor Pro Tem Prewitt, seconded by Council <br /> Member Gregson, that Resolution 2016-12R be approved. Council Member <br /> Hughson filed a disclosure affidavit recusing herself due to funds received by <br /> her from Texas State University exceeding 10 percent of her gross income for <br /> the previous year.
