City Council Meeting Minutes July 19,2016 <br /> adoption. <br /> Staff will provide a one to two page outline of what the council provided <br /> consensus on this evening in the CodeSMTX format. <br /> 4. Receive a presentation and hold discussion regarding possible legislative support <br /> resolutions to be provided to the Texas Municipal League's Resolution Committee, <br /> and provide direction to Staff. <br /> Jared Miller, City Manager, provided an overview of the item and stated that <br /> Staff does not have anything that lends ready to be included as a Resolution to <br /> be provided to the Texas Municipal League's Resolution Committee. <br /> Following discussion Council asked that staff research the concerns brought up <br /> by Council Member Hughson,workforce training and economic development, <br /> and bring it back as a draft resolution combined with the August 2 State <br /> Legislative guiding principles item. Staff will also research how we would go <br /> about opposing bills that have already been passed like the bill that passed that <br /> allows Texas Sate to pay drainage fees. <br /> 6:00 PM <br /> '1. 30 Minute Citizen Comment Period <br /> Ted Breihan, provided written comments and are attached for the record. <br /> Betty Richards, addressed the Council regarding the Short Term Rental item. <br /> She stated that she needs to be able to afford the upkeep and taxes on the home <br /> that her parents left to her and her sisters on the river. They would like to be <br /> legal to rent it out for short term use. She doesn't want to lose it and would <br /> like the Council to consider making this legal. She thanked the Council for <br /> their consideration. <br /> Sara Lee Underwood Myers, addressed the Council about Item #18 on the <br /> agenda and about Mark Gleason's application for the Neighborhood <br /> Commission. She thanked the Council for serving and that its done with the <br /> heart and not with the paycheck. As the CONA Rep for the Blanco Gardens <br /> Neighborhood she takes advantage of all of the free events the City offers, and <br /> that she helps haul off brush in her neighborhood. She stated that we have free <br /> cleanups and its important that we have the community participate. <br /> Robert Whyburn, addressed the Council on behalf of him and his wife <br /> regarding their property on Riverside Dr. He spoke in support of vacation <br /> rentals. He stated that this is a great way to generate extra income. He doesn't <br /> believe that there is anything inherently negative of renting a home in this way, <br /> City of San Marcos Page 3 <br />
