Ordinance 2016-31, on the second of two readings, authorizing the redemption of all outstanding City of San Marcos, Texas Waterworks and Waste Water System Revenue Bonds, Series 2006 and Taxable Series 2006. 9. Resolution 2016-113R, awarding a contract for a website upgrade to Icon Enterprises, Inc. D/B/A Civicplus in the estimated total amount of $44,964.00 through the Region VIII Education Service Center Interlocal Purchasing System (TIPS/TAPS) Contract #2092613 for web hosting, web services and content management; authorizing the City Manager or his designee to execute the appropriate purchasing documents on behalf of the city and declaring an effective date. 10. Resolution 2016-115R, approving an Interlocal Cooperation Agreement between the City and Texas State University for water quality analytical testing services in an annual amount of $80,000.00; authorizing the City Manager or his designee to execute the agreement; and declaring effective date. 11. Resolution 2016-116R, approving a State Use Contract between the City and Easter Seals-Central Texas as certified by TIBH Industries, Inc. for vegetation and litter control in the estimated annual amount of $1,043,066.40; authorizing the City Manager or his designee to execute this agreement on behalf of the City and declaring an effective date. 12. Resolution 2016-117R, approving the filing of an application with the Texas Water Development Board seeking financial assistance for the Water Reuse Expansion Project in an amount not to exceed $5,000,000.00 in 2017 Clean Water State Revolving Funds; authorizing the City Manager or his designee to act on the City's behalf with regard to the submission of the application and all other matters relative to furnishing information and executing documents that may be required in connection with the preparation and filing of the application for financial assistance and the rules of the Texas Water Development Board; designating firms and individuals authorized and directed to assist the City in the preparation and submission of the application for financial assistance and to appear on behalf of and represent the City in any hearing held by the Texas Water Development Board on the application and declaring an effective date. 13.
