City Council Meeting Minutes September 2,2016 rezoning a 6.57 acre, more or less, tract of land out of Lots 2 and 5 of the Springtown VI Subdivision, located at 200 Springtown Way, from "GC" General Commercial District to "VMU" Vertical Mixed Use District; and including procedural provisions. 22. Staff presentation and Public Hearing to receive comments for or against Resolution 2016-120R approving a request by Humpty Dumpty SSM, Ltd. for a Conditional Use Permit to allow purpose built student housing within portions of Lots 2 and 5 of the Springtown VI Subdivision, located at 200 Springtown Way; authorizing City Staff to issue a Conditional Use Permit consistent with this Resolution; and declaring an effective date. 23. Staff presentation and Public Hearing to receive comments for or against Resolution 2016-121R approving a request by Humpty Dumpty SSM, Ltd. for a Conditional Use Permit to allow the construction of a five-story building within portions of Lots 2 and 5 of the Springtown VI Subdivision, located at 200 Springtown Way; authorizing City Staff to issue a Conditional Use Permit consistent with this Resolution. 24. Staff presentation and Public Hearing to receive comments for or against Resolution 2016-119R, approving a program for the use of a portion of Spring Lake Park for repatriation (re-burial) of certain Native American remains and artifacts; approving a memorandum of agreement between the City and the Indigenous Cultures institute for such use; and providing an effective date. NON-CONSENT AGENDA 25. Ordinance 2016-38, on the first of two readings, amending Chapter 2, Article 5, Code of Ethics, of the San Marcos City Code; provisions; providing penalties; and providing an effective date. 26. Ordinance 2016-39, on the first of two readings, establishing and confirming speed limits along Loop 82 (Guadalupe Street) of 30 miles per hour in both directions between San Antonio Street and Grove Street and 35 Miles Per Hour in both directions between Grove Street and IH-35; directing that such speed limits be incorporated into the Traffic Register maintained under Section 82.067 of the San Marcos City Code; and including procedural provisions. 27. Ordinance 2016-40, on the first of two readings, amending speed limits, including a speed limit for a school zone, along sections of SH 123 in both directions; directing that such speed limits be incorporated into the Traffic Register maintained under Section 82.067 of the San Marcos City Code; and including procedural provisions. 28. Appointment to fill a vacancy on the Main Street Advisory Board, and provide direction to Staff. 29.
