City Council Meeting Minutes November 1,2016 <br /> Absent: 2- Council Member Prather and Council Member Derrick <br /> 2. Consider adoption or direction to Staff on matters discussed in Executive Session. <br /> The City Council reconvened into Open Session at 5:51 p.m. City Council <br /> provided direction to Staff in Executive Session. <br /> PRESENTATIONS <br /> 3. Receive a presentation and hold discussion regarding the Community Development <br /> Block Grant - Disaster Recovery (CDBG-DR) Action Plan, and provide direction to <br /> Staff. <br /> Marissa Mason, Project Manager of AECOM, gave a presentation to Council <br /> regarding the CDBG-DR action plan, and the information that HUD is <br /> requesting: Infrastructure Project detail, Housing Program detail, How the <br /> City will prioritize assisting low income populations and prevention of <br /> homelessness, and Expenditure & scheduling projections for the 6 year grant <br /> period. Previous Council direction regarding Infrastructure was $12.5 million <br /> and the Project Feasibility Study is currently out for RFP and will be presented <br /> to Council in May of 2017. Council previously directed that$7.5 million for <br /> towards housing. This includes rehabilitation, reconstruction, buyout or <br /> acquisition, or elevating the home. HUD is requesting a budget be identified <br /> for Owner Occupied Housing and Rental Housing. Following discussion the <br /> Council provided direction to fund the Owner Occupied rehab/recon/buyout <br /> budget at $5 million and the 1-4 unit Rental rehab/recon/buyout budget at $2.5 <br /> million. Ms. Mason reviewed the Action Plan timeline. No further action was <br /> taken. <br /> 6:00 PM <br /> V. 30 Minute Citizen Comment Period <br /> There were no citizen comments. <br /> CONSENT AGENDA <br /> A motion was made by Council Member Gregson, seconded by Mayor <br /> Pro-Tem Thomaides, to approve the consent agenda with the exception of item <br /> #9 and #11, which were pulled and considered separately. The motion carried <br /> by the following vote: <br /> For: 5- Mayor Guerrero, Mayor Pro-Tern Thomaides, Deputy Mayor Pro Tern Prewitt, <br /> Council Member Hughson and Council Member Gregson <br /> Against: 0 <br /> City of San Marcos Page 2 <br />
