Quality is planned for, built into, and monitored throughout the planning process, which <br />provides structure to the study. An integral part of such quality management is the <br />management of the projects associated values. Value management is a process to <br />facilitate and encourage the understanding, consideration, and integration of the needs of <br />all customers, team members, sponsors/partners, and stakeholders. Value Management <br />seeks the highest value for a project by balancing resources and quality. <br />Public Law and OMB directive require value engineering during planning and design of <br />water resources projects <br />Quality ControYOuality Assurance: <br />A collaborative planning process involving multiple organizations will be required. It is <br />the policy of USACE that all of its technical, engineering and scientific work will <br />undergo an open, dynamic and vigorous review process. In accordance with Engineering <br />Circular (EC) 1165-2-214, the Sulphur River Basin Feasibility Report and associated <br />support analyses will undergo DQC and ATR. This study is also expected to undertake an <br />IEPR, which will be presented as final at the CWRB. <br />DQC is the review of basic science and engineering work products focused on fulfilling <br />the project quality requirements defined in this PMP. DQC will be managed and <br />conducted by staff in SWF and the RPEC. As part of this process the PDT will be <br />responsible for a complete reading of the Sulphur River Basin Feasibility Report to <br />assure the overall integrity of the Report, technical appendices and the recommendations <br />before approval by the District Commander. <br />ATR is an in-depth review, managed with the Corps, and conducted by a qualified team <br />outside SWG that is not involved in the day-to-day activities associated with the Sulphur <br />River Basin Feasibility Report. The purpose of ATR is to ensure the proper application of <br />clearly established criteria, regulations, laws, codes, principles and professional practices. <br />The iEPR will be managed and conducted independently of the USACE. The PCX will <br />contract with an outside eligible organization (OEO). The OEO will select panel <br />members consisting of recognized independent experts outside of USACE. <br />Guidance on policy compliance review and approval of decision documents is provided <br />by ER 1105-2-100, Appendix H. SWD performs quality assurance and will be <br />responsible for vertical and horizontal coordination and provide the on-going technical, <br />policy and legal compliance support to SWF. HQ reviews products at various points in <br />the planning phase to confirm policy and legal compliance, and ensure nationwide <br />consistency.
