City Council Meeting Minutes October 18,2016 <br /> Staff will provide an interim ordinance prior to CodeSMTX being adopted. <br /> ..:00 PM <br /> V. 30 Minute Citizen Comment Period <br /> David G. Smith,Jr, addressed the Council about the County Bond Election in <br /> November and about the negative social media about the Propositions. He <br /> spoke about the years' of work that has been gone into these propositions and <br /> that these have been well thought out. He stated that he supports the bond <br /> propositions and asked the citizens to support them also. <br /> Brian Olson, addressed the Council about the packet that he dropped off at the <br /> City Manager's Office a couple of weeks ago. He spoke about how the original <br /> permit that was originally signed and notarized had been changed by US Fish <br /> and Wildlife to a lower permit after it was already signed by the City and he <br /> wanted to make sure that the Council was aware of this. <br /> Ann Mary Carney, spoke in support of Short Term Rentals in San Marcos. <br /> She stated that her and her husband plan to retire in the cabin on the river and <br /> she understands that the clause currently would require the owner to be on the <br /> premises and she is confused by that. She offered some suggestions about how <br /> the property is managed rather than the owner be 100% liable and being in <br /> San Marcos at the time that it is rented out. <br /> Marianne Moore, spoke in opposition of Short Term Rentals on behalf of the <br /> Willow Creek Homeowners Association. She spoke from experience with a <br /> VBRO that they had issues with in their neighborhood. Their experiences were <br /> very negative. Parties, cars on the street, teenagers trespassing and the owner <br /> lived in Kyle. She stated that it took 6 months to get under control. They were <br /> able to control it under their homeowner association, but not all neighborhoods <br /> are so lucky. The current rental situation demonstrates that the owners are not <br /> available to handle issues. She stated that this is a lucrative business but you <br /> are asking for trouble. <br /> Carl Furry, addressed the Council about a short term rental and how they <br /> have a casita on their property and they have enjoyed the experience. He <br /> stated that you have control over who is going to rent your space. He realizes <br /> that some folks don't care, but this is where the code and enforcement come <br /> into play. He stated that they don't want anyone loud in their space, and how <br /> they spoke to all of their neighbors prior to doing this. He asked the Council to <br /> please not use Austin as your guide in setting your fees. He stated that the fees <br /> City of San Marcos Page 3 <br />
