City Council Meeting Minutes October 18,2016 A motion was made by Council Member Gregson, seconded by Mayor Pro-Tem Thomaides, to approve Resolution 2016-140R. Council Member Prather abstained to avoid the appearance of impropriety. The motion carried by the following vote: For: 6- Mayor Guerrero, Mayor Pro-Tern Thomaides, Deputy Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and Council Member Gregson Against: 0 Abstain: 1 - Council Member Prather 9. Consider approval of Resolution 2016-141R, approving an annual State Use Contract between the City and Goodwill Temporary Services, Inc. through TIBH Industries, Inc. for the provision of janitorial services for the City of San Marcos in the estimated annual amount of $414,458.04; authorizing the City Manager or his designee to execute this contract on behalf of the City and declaring an effective date. 10. Consider approval of Resolution 2016-142R, authorizing a change in services with Perdue, Brandon, Fielder, Collins & Mott, L.L.P. that grants the second of up to three one-year extensions of the term of the contract for Court Fines and Fees Collection Services; authorizing the City Manager to execute said change in services; and declaring an effective date. 11. Consider approval of Resolution 2016-143R, approving an assignment of and addendum to lease of property with Fraye B. Stokes for unimproved premises at the corner of LBJ and Edward Gary that assigns the lease from Fraye B. Stokes, as lessee, to Frayezur Properties Limited Partnership and extends the lease term through the year 2023; authorizing the City Manager to execute said instrument; and declaring an effective date. 12. Consider approval of Resolution 2016-144R, approving an Interlocal Agreement with the San Antonio River Authority, the Guadalupe-Blanco River Authority, the Nueces River Authority, the San Antonio Water System, the Edwards Aquifer Authority, the Refugio County Groundwater Conservation District, the Victoria County Groundwater Conservation District, the Calhoun County Groundwater Conservation District, the Cow Creek Groundwater Conservation District, the Hays Caldwell Public Utility Agency, the Canyon Regional Water Authority, the Springs Hill Water Supply Corporation and the Cibolo Valley Local Government Corporation for purposes of establishing each party's contributions toward administrative costs related to the activities of the South Central Texas Regional Water Planning Group established under Senate Bill 1 during the 75th State Legislative Session, and designating the San Antonio River Authority as the Contracting and Administrative Agency for the group; authorizing the City Manager to execute this agreement on behalf of the City; and declaring an effective date. 13. Consider approval of Resolution 2016-145R, approving amendment No. 1 to the fifth amended and restated contract for Collection and Disposal of Solid Waste and City of San Marcos Page 5
