City Council Meeting Minutes October 18,2016 <br /> Recyclable Materials between the City and Texas Disposal Systems, Inc.; authorizing <br /> the City Manager or his designee to execute this amendment on behalf of the City; <br /> and declaring an effective date. <br /> 14. Consider approval of Resolution 2016-146R approving an agreement with the <br /> Normandy Group, L.L.C. providing for Federal Governmental Relations Services in an <br /> amount not to exceed $276,000; authorizing the City Manager to execute said <br /> agreement on behalf of the City; and declaring an effective date. <br /> Main Motion: A motion was made by Mayor Pro-Tern Thomaides, seconded by <br /> Council Member Gregson, to approve Resolution 2016-146R. <br /> Motion to Amend: A motion was made by Council Member Hughson, seconded <br /> by Deputy Mayor Pro Tem Prewitt, that Resolution 2016-146R be amended to <br /> change the amount of the agreement from $276,000 to $230,000. The motion <br /> failed by the following vote: <br /> For: 1 - Council Member Hughson <br /> Against: 6- Mayor Guerrero, Mayor Pro-Tern Thomaides, Council Member Prather, Deputy <br /> Mayor Pro Tern Prewitt, Council Member Derrick and Council Member Gregson <br /> Main Motion: to approve Resolution 2016-146R. The Council reviewed the <br /> number of positive outcomes that have occurred in the last year due to our <br /> contract, including the $25 million in CDBG-DR funds. The motion carried by <br /> the following vote: <br /> For: 7- Mayor Guerrero, Mayor Pro-Tem Thomaides, Council Member Prather, Deputy <br /> Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and <br /> Council Member Gregson <br /> Against: 0 <br /> PUBLIC HEARINGS - 7:00 PM <br /> 15. 7:00PM Receive a Staff presentation and hold a Public Hearing to receive comments <br /> for or against Ordinance 2016-44 (ZC-16-06) amending the Official Zoning Map of the <br /> City by rezoning a 30 acre, more or less, tract of land located west of Old Bastrop <br /> Highway approximately one mile south of Posey Road from "FD" Future Development <br /> District to "MF-18" Multiple-Family Residential District; and including procedural <br /> provisions; and consider approval of Ordinance 2016-44, on the first of two readings. <br /> Shannon Mattingly provided a brief presentation for Council. <br /> Mayor Guerrero opened the Public Hearing at 8:00 p.m. <br /> Thomas Rhodes, ETR Development Consulting 595 HWY 183 Lockhart, spoke <br /> to the Council seeking approval of zoning of all items #15-17 and spoke about <br /> their plan to seek decertification from Crystal Clear and connect to the San <br /> City of San Marcos Page 6 <br />
