City Council Meeting Minutes October 18,2016 Recyclable Materials between the City and Texas Disposal Systems, Inc.; authorizing the City Manager or his designee to execute this amendment on behalf of the City; and declaring an effective date. 14. Consider approval of Resolution 2016-146R approving an agreement with the Normandy Group, L.L.C. providing for Federal Governmental Relations Services in an amount not to exceed $276,000; authorizing the City Manager to execute said agreement on behalf of the City; and declaring an effective date. Main Motion: A motion was made by Mayor Pro-Tern Thomaides, seconded by Council Member Gregson, to approve Resolution 2016-146R. Motion to Amend: A motion was made by Council Member Hughson, seconded by Deputy Mayor Pro Tem Prewitt, that Resolution 2016-146R be amended to change the amount of the agreement from $276,000 to $230,000. The motion failed by the following vote: For: 1 - Council Member Hughson Against: 6- Mayor Guerrero, Mayor Pro-Tern Thomaides, Council Member Prather, Deputy Mayor Pro Tern Prewitt, Council Member Derrick and Council Member Gregson Main Motion: to approve Resolution 2016-146R. The Council reviewed the number of positive outcomes that have occurred in the last year due to our contract, including the $25 million in CDBG-DR funds. The motion carried by the following vote: For: 7- Mayor Guerrero, Mayor Pro-Tem Thomaides, Council Member Prather, Deputy Mayor Pro Tern Prewitt, Council Member Hughson, Council Member Derrick and Council Member Gregson Against: 0 PUBLIC HEARINGS - 7:00 PM 15. 7:00PM Receive a Staff presentation and hold a Public Hearing to receive comments for or against Ordinance 2016-44 (ZC-16-06) amending the Official Zoning Map of the City by rezoning a 30 acre, more or less, tract of land located west of Old Bastrop Highway approximately one mile south of Posey Road from "FD" Future Development District to "MF-18" Multiple-Family Residential District; and including procedural provisions; and consider approval of Ordinance 2016-44, on the first of two readings. Shannon Mattingly provided a brief presentation for Council.
