Langenkamp <br /> Director of MIS Ramona Brown <br /> Director of Planning and Developmental Services Ron Patterson <br /> Director of Parks and Recreation Rodney Cobb <br /> Director of WIC Eddie Ortega <br /> Fire Chief Dan O'Leary <br /> Acting Police Chief Dan Nelson <br />Others Present: Kim Doherty, Collette Duran, Melissa Millecam, Mario Gutierrez, Cheryl <br />Pantermuehl, Todd Derkacz, Cathy Dillon, Peter Brown, Mark & Vicki Lambdin, John <br />Holtermann, Carol Grimm, David Chiu and others. <br />Mayor Pro Tern Hart called the meeting to order at 6:00 p.m. <br />Mayor Moore introduced an Executive Session pursuant to Government Code, Section 551.071, <br />to discuss matters where the ethical duty of the City CounciJ's legal advisor clearly conflicts with <br />Government Code, Chapter 551 (employment agreement with City Manager) and Section <br />551.074, to discuss evaluation of a public officer (City Manager). Mr. Mihalkanin moved to <br />adjourn into Executive Session at 6:05 p.m. and Ms. Hughson seconded the motion, which <br />passed unanimously. <br />Mr. Mihalkanin moved to reconvene and recess from Executive Session at 7:32 p.m. and Ms. <br />Hughson seconded the motion, which passed unanimously. <br />Mayor Moore introduced for consideration approval to set salary of the City Manager. Mr. Hart <br />moved to table this item until later in the meeting and Ms. Hughson seconded the motion, which <br />passed unanimously. <br />Mayor Moore introduced the ten-minute citizen comment period. Cathy Dillon, Friends of the <br />Playscape, apologized for not being present at the last Council meeting and stated the birthday <br />weekend for the playscape went well in raising $36,935.00. She stated a committee will convene <br />in January to look at the legal structure of the Friends of the Playscape in hopes of making this a <br />permanent foundation or a City Board. Council agreed to let the Legal Department help look at <br />the status of the Committee in January. Rolland Hesalroad, President of the Castle Forest <br />Neighborhood Association, stated the neighborhood association met on December 5, 1997, to <br />review the plans of the charrette. He stated concerns with the drainage, infrastructure, water and <br />sewage. He stated there is currently a dry creek by Lisa Lane which is a problem with the <br />development and feels it may become a larger problem. Mr. Hesalroad stated overall the Castle <br />Forest Neighborhood Association accepts the plans of the charrette with the above listed <br />
