Taylor <br /> Municipal Court Judge Ross Allegro <br /> Director of Planning & Developmental Services Ron Patterson <br /> Director of Finance Bill White <br /> Director of Public Works George Boeker <br /> Director of Human Resources Carolyn Liner <br /> Fire Chief Dan O'Leary <br />Others Present: Kim Doherty, Collette Duran, Melissa Millecam, Mario Gutierrez, Bob Ronson, <br />Cheryl Pantermuehl, Phil Neighbors, John Holtermann, Ron and Marie Yager and others. <br />Mayor Moore called the meeting to order at 7:45 p.m. <br />Mayor Moore introduced the ten-minute citizen comment period. Roger Morgan, Willow Creek <br />Section 8 resident, stated their water rates are 25% higher than city residents and felt there was <br />no justification in the report establishing these rates. He stated these rates seemed to have been <br />set arbitrarily and would like some sort of explanation. Mr. Gilley stated he would meet with <br />Mr. Morgan. Rosland DuShane, State & Local Relations Coordinator at Southwest Texas, <br />introduced herself to the Council and stated she would like to work with the Council to keep the <br />University and the City informed of each others actions and issues. Gracie Perez stated she <br />would like to withdraw her name. Angel Perez stated he would like to speak during his zoning <br />matter. <br />Mayor Moore introduced for consideration two appointments to the Library Board. Mr. Cox <br />moved to appoint John Ferguson and Bridget Webb, which passed unanimously. <br />Mayor Moore introduced for consideration two appointments to fill vacancies on the Citizen <br />Review Commission. Mr. Hernandez moved to appoint Belinda Perez and Mr. Mihalkanin <br />moved to appoint Bryan McClung, which passed unanimously. <br />Mayor Moore introduced a public hearing to receive Citizen comments regarding the Small <br />Business Incubator renovation located in the old Coca-'Cola building at 215 West San Antonio <br />Street. Mayor Moore opened the public hearing. There were no speakers so Mayor Moore <br />closed the public hearing. Mr. Gilley explained the public hearing process was a requirement <br />under the terms of the contract and in closing out the contract. He explained the public hearing <br />was to receive comments on performance of the contract. Mr. Hart stated he would like to <br />receive a written report on the Incubator and the City's legal obligation to the $382,293.00. He <br />stated he would also like information regarding other options and obligations of the contract. <br />Mayor Moore introduced for consideration a public hearing and adoption of a Zoning Ordinance, <br />the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />
