2 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, NOVEMBER 10, 1997 PRESENT: Mayor Billy G. Moore Mayor Pro-Tern Ronald K. Hart Council Members Ed Mihalkanin Jane Hughson Fred Guerra Joe B. Cox, Jr. Rick Hernandez City Manager Larry D. Gilley Assistant City Manager Laura Huffman City Secretary Janis K. Womack City Attorney Mark B. Taylor Municipal Court Judge Ross Allegro Director of Planning & Developmental Services Ron Patterson Director of Finance Bill White Director of Public Works George Boeker Director of Human Resources Carolyn Liner Fire Chief Dan O'Leary Others Present: Kim Doherty, Collette Duran, Melissa Millecam, Mario Gutierrez, Bob Ronson, Cheryl Pantermuehl, Phil Neighbors, John Holtermann, Ron and Marie Yager and others. Mayor Moore called the meeting to order at 7:45 p.m. Mayor Moore introduced the ten-minute citizen comment period. Roger Morgan, Willow Creek Section 8 resident, stated their water rates are 25% higher than city residents and felt there was no justification in the report establishing these rates. He stated these rates seemed to have been set arbitrarily and would like some sort of explanation. Mr. Gilley stated he would meet with Mr. Morgan. Rosland DuShane, State & Local Relations Coordinator at Southwest Texas, introduced herself to the Council and stated she would like to work with the Council to keep the University and the City informed of each others actions and issues. Gracie Perez stated she would like to withdraw her name. Angel Perez stated he would like to speak during his zoning matter. Mayor Moore introduced for consideration two appointments to the Library Board. Mr. Cox moved to appoint John Ferguson and Bridget Webb, which passed unanimously. Mayor Moore introduced for consideration two appointments to fill vacancies on the Citizen Review Commission. Mr. Hernandez moved to appoint Belinda Perez and Mr. Mihalkanin moved to appoint Bryan McClung, which passed unanimously. Mayor Moore introduced a public hearing to receive Citizen comments regarding the Small Business Incubator renovation located in the old Coca-'Cola building at 215 West San Antonio Street. Mayor Moore opened the public hearing. There were no speakers so Mayor Moore closed the public hearing. Mr. Gilley explained the public hearing process was a requirement under the terms of the contract and in closing out the contract. He explained the public hearing was to receive comments on performance of the contract. Mr. Hart stated he would like to receive a written report on the Incubator and the City's legal obligation to the $382,293.00. He stated he would also like information regarding other options and obligations of the contract. Mayor Moore introduced for consideration a public hearing and adoption of a Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING
