<br />3 <br />Regular Meeting November 10, 1997 Page 2 <br />A 0.115 ACRE TRACT OF PROPERTY LOCATED AT 304 ELLIS STREET FROM <br />"R-l" SINGLE-FAMILY DWELLING DISTRICT (LOW DENSITY) TO "MR" <br />MOBILE HOME AND RESIDENTIAL DISTRICT; INCLUDING PROCEDURAL <br />PROVISIONS AND PROVIDING FOR PENALTIES. <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. Angel Perez <br />stated he was the property owner and would like the Council to vote for this zoning change. <br />There were no other speakers so Mayor Moore closed the public hearing. Mr. Guerra moved for <br />adoption of the Zoning Ordinance and Mr. Hernandez seconded the motion, which passed <br />unanimously. <br />Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, CANVASSING RETURNS AND DECLARING RESULTS OF THE SPECIAL <br />ELECTION HELD ON NOVEMBER 4, 1997, FOR THE PURPOSE OF SUBMITTING <br />TO THE VOTERS A PROPOSITION REGARDING COLLECTIVE BARGAINING <br />FOR POLICE OFFICERS; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Cox moved for adoption of the Ordinance on emergency and Mr. Guerra seconded the <br />motion, which passed unanimously. (Mr. Hernandez not present on roll call). <br />Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1996-1997 <br />FISCAL YEAR TO PROVIDE FOR END-OF-YEAR RECONCILIATION OF <br />REVENUES AND EXPENDITURES; AND DECLARING AN EMERGENCY. <br />Mr. Hart moved for adoption of the Ordinance on emergency and Mr. Guerra seconded the <br />motion, which passed unanimously. <br />Mayor Moore introduced for consideration approval of an Ordinance on first reading, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, RECLASSIFYING ONE POLICE OFFICER POSITION TO A CORPORAL <br />POSITION IN THE POLICE DEPARTMENT IN ACCORDANCE WITH SECTION <br />2.373 OF THE SAN MARCOS CITY CODE AND SECTION 143.021 OF THE LOCAL <br />GOVERNMENT CODE; AMENDING THE TABLE OF POLICE POSmONS <br />MAINTAINED IN THE CITY SECRETARY'S OFFICE TO REFLECT THIS <br />RECLASSIFICATION AND TO INCLUDE CHANGES MADE IN THE 1997-1998 <br />BUDGET; AND INCLUDING PROCEDURAL PROVISIONS. <br />Ms. Hughson moved for approval of the Ordinance on first reading and Mr. Cox seconded the <br />motion. Mr. Guerra requested the name "manning table" be changed to "staffing table". Mr. <br />Guerra asked when this position would be effective. Sergeant Glasgow stated the position <br />actually began duty Saturday, November 8, 1997. The Council then voted unanimously for <br />approval of the Ordinance on first reading. <br />Mayor Moore introduced for consideration the consent agenda including approval of the Minutes <br />of Regular Meeting held October 27, 1997, adoption of two Ordinances on third and final reading <br />and adoption of six Resolutions, on consensus. The Council removed Item 9.c.(5), adoption of a <br />Resolution, to be considered separately. Mr. Guerra moved for approval of the Minutes of the <br />Regular Meeting held October 27,1997, adoption of the two Ordinances on third and final <br />reading and adoption of the remaining five Resolutions, on consensus.
