Mayor Moore opened the public hearing and asked if anyone wished to speak. Angel Perez stated he was the property owner and would like the Council to vote for this zoning change. There were no other speakers so Mayor Moore closed the public hearing. Mr. Guerra moved for adoption of the Zoning Ordinance and Mr. Hernandez seconded the motion, which passed unanimously. Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, CANVASSING RETURNS AND DECLARING RESULTS OF THE SPECIAL ELECTION HELD ON NOVEMBER 4, 1997, FOR THE PURPOSE OF SUBMITTING TO THE VOTERS A PROPOSITION REGARDING COLLECTIVE BARGAINING FOR POLICE OFFICERS; AND DECLARING AN EFFECTIVE DATE. Mr. Cox moved for adoption of the Ordinance on emergency and Mr. Guerra seconded the motion, which passed unanimously. (Mr. Hernandez not present on roll call). Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1996-1997 FISCAL YEAR TO PROVIDE FOR END-OF-YEAR RECONCILIATION OF REVENUES AND EXPENDITURES; AND DECLARING AN EMERGENCY. Mr. Hart moved for adoption of the Ordinance on emergency and Mr. Guerra seconded the motion, which passed unanimously. Mayor Moore introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, RECLASSIFYING ONE POLICE OFFICER POSITION TO A CORPORAL POSITION IN THE POLICE DEPARTMENT IN ACCORDANCE WITH SECTION 2.373 OF THE SAN MARCOS CITY CODE AND SECTION 143.021 OF THE LOCAL GOVERNMENT CODE; AMENDING THE TABLE OF POLICE POSmONS MAINTAINED IN THE CITY SECRETARY'S OFFICE TO REFLECT THIS RECLASSIFICATION AND TO INCLUDE CHANGES MADE IN THE 1997-1998 BUDGET; AND INCLUDING PROCEDURAL PROVISIONS. Ms. Hughson moved for approval of the Ordinance on first reading and Mr. Cox seconded the motion. Mr. Guerra requested the name "manning table" be changed to "staffing table". Mr. Guerra asked when this position would be effective. Sergeant Glasgow stated the position actually began duty Saturday, November 8, 1997. The Council then voted unanimously for approval of the Ordinance on first reading. Mayor Moore introduced for consideration the consent agenda including approval of the Minutes of Regular Meeting held October 27, 1997, adoption of two Ordinances on third and final reading and adoption of six Resolutions, on consensus. The Council removed Item 9.c.(5), adoption of a Resolution, to be considered separately. Mr. Guerra moved for approval of the Minutes of the Regular Meeting held October 27,1997, adoption of the two Ordinances on third and final reading and adoption of the remaining five Resolutions, on consensus.
