Langenkamp <br /> Director of Parks and Recreation Rodney Cobb <br /> Fire Chief Dan O'Leary <br /> Director of MIS Ramona Brown <br />Others Present: Kim Doherty, Collette Duran, Melissa Millecam, Penny Keith, Kelly Franks, Bob <br />Ronson, Peter Brown, Joe Castillo, John & Marsha Cooper, David Chiu, Dr. Jack Weatherford, <br />Laura Weatherford, John McBride and others. <br />Mayor Moore introduced the Citizen Comment Period. Herschel Payne stated his concern with <br />the weight limits signs on Bishop which redirected the large truck traffic to Hopkins Street. He <br />stated he is aware Hopkins is a state highway; however, he is a taxpayer and he felt the City <br />should upgrade Bishop Street to help handle some of the truck load. Joe Castillo, Vice-President <br />of the Hispanic Chamber, introduced the new Executive Director Cecilia Montalvo. Cecilia <br />Montalvo introduced herself to the Council and stated she looked forward to working with the <br />community. Carol Grimm thanked the Council for the charrette regarding the Sector Two Plan <br />and felt the process was a success. She stated she would like to clarify that the Weatherfords <br />would cut down the minimum amount of trees on Ranch Road 12 as possible. Mr. Hart <br />explained the Ordinance on the agenda is the original proposal and did not incorporate the <br />recommendations from Saturday's meeting. Russell Hamm stated he felt the charrette was <br />extremely successful and would like some additional time to present the proposal to the <br />neighborhoods. Rich Salas thanked the mediators and every one involved and was very <br />impressed with the entire process. He asked the Council to postpone the adoption of the <br />Ordinance so they have time to educate the neighborhoods on the results of the charrette. Jack <br />Chaney stated he would like the Council to consider other options for the truck traffic on <br />Hopkins: 1) Upgrade Bishop, 2) Redirect traffic signs at Wonder World Drive and 3) Let the <br />voters decide if they want to extend Wonder World Drive. Debbie Daniel stated her concern <br />with the traffic at the Outlet Mall. She suggested a shuttle service from Posey and McCarty <br />Drive to different locations within the mall. She stated people in other cities are beginning to <br />think San Marcos is not user friendly and would like to see the Council try to coordinate with the <br />Outlet Malls for solutions. Dr. Jack Weatherford stated he did not understand why the Sector <br />Two Ordinance was put on emergency. Mr. Taylor explained it was a legal provision in the City <br />Charter requiring a new public hearing if action is not taken within 90 days of the original <br />hearing. Laura Weatherford stated she also has questions regarding the emergency process. AJ. <br />Harper stated she does not agree with the diversion of traffic on Hopkins street and would like to <br />see the Council develop other solutions and requested the police department enforce the current <br />speed limit on Hopkins. <br />Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption <br />which was read as follows: <br />* Ms. Womack not present at this meeting. <br />
