Mr. Hart asked the prospective time line for this project. Mr. Gilley stated he would <br />provide the Council with that information. Mr. Cobb stated the ADA renovations for the Dunbar <br />Facilities included redoing the kitchen, restrooms, arts & crafts rooms, ramps, doorways, air <br />conditioning, and the pool renovations are for the bathhouse. Ms. Hughson asked the cost of <br />renovations for Dunbar Center. Mr. Cobb stated this was the third year of a five year renovation <br />phase to bring city buildings into federal compliance and was approximately $265,000.00. <br />Discussion ensued. The Council then voted unanimously for adoption of the Ordinance on <br />emergency. <br />Mayor Moore introduced for consideration approval of an Ordinance on first reading, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING CHAPTER 86, UTILITIES, OF THE CITY CODE TO <br />INCORPORATE CITY POLICIES ON WATER AND WASTEWATER EXTENSIONS <br />TO SERVE PROPERTY WHERE SUBDIVISION PLATTING IS NOT INVOLVED; <br />INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Mr. Cox moved for approval of the Ordinance on first reading and Mr. Hernandez seconded the <br />motion. Mr. Gilley stated this Ordinance is to bring our policies into compliance with our <br />practices and cover some areas that had previous extension problems. Ms. Hughson asked if <br />there were any tap fees, LUEs or other fees in the Ordinance. Mr. Taylor stated that all the fees <br />still apply; however, this is for individuals who have existing improvements, but no water main <br />or sewer main in front of their property. The Council then voted unanimously for approval of the <br />Ordinance on first reading. <br />Mayor Moore introduced for consideration approval of an Ordinance on first reading, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY CODE SECTION 2.481 TO ESTABLISH A FEE TO <br />BE CHARGED BY THE CITY SECRETARY'S OFFICE FOR PERFORMING <br />SEARCHES OF VITAL STATISTICS RECORDS; INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Mr. Guerra moved for approval of the Ordinance on first reading and Mr. Hart seconded the <br />motion, which passed unanimously. <br />Mayor Moore introduced for consideration adoption of a Resolution, the caption which was read <br />as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, NOMINATING A CANDIDATE FOR THE BOARD OF DIRECTORS OF <br />THE HAYS COUNTY APPRAISAL DISTRICT FOR THE PERIOD BEGINNING <br />JANUARY 1, 1998; DIRECTING THE MAYOR TO SUBMIT THE NAME OF THE <br />NOMINEE TO THE CHIEF APPRAISER OF THE HAYS COUNTY APPRAISAL <br />DISTRICT; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Guerra stated he would like to see a Council Member represent the City on this Board. Mr. <br />Gilley stated Mr. Mooney has done a great job of keeping the staff apprised of what is happening <br />on this board. Mr. Hernandez moved for adoption of the Resolution and to amend to add the <br />name of Fred Guerra as the City's appointment and Mr. Cox seconded the motion, which passed <br />unanimously. <br />Mayor Moore introduced for consideration the consent agenda including approval of the Minutes <br />of the Regular Meeting held September 22, 1997, adoption of an Ordinance on third and final <br />reading, adoption of ten Resolutions, and approval to change the Regular Meeting dates in <br />December to December 1, 1997 and December 8, 1997, on consensus.
