Langenkamp <br /> Director of MIS Ramona Brown <br /> Fire Chief Dan O'Leary <br />Others Present: Me1issa Millecam, Collette Duran, Mario Gutierrez, Ed Theriot, Ross Frie, Kathy <br />Dillon, Joe Castillo, Mark and Vicki Lambdin, Robert Mooney, Berry James, Lauren Yanity, Phil <br />Neighbors, Rodney VanOudekerke, Warren Zerr and others. <br />Mayor Moore called the meeting to order at 7:30 p.m. <br />Mayor Moore introduced the ten-minute citizen comment period. Kathy Dillon, stated playscape <br />will be celebrating their 5th birthday and the Junior Service League has chosen to honor Karen <br />Faggard, one of the founding members, with a pavilion. She stated the friends of the playscape <br />need to raise 520,000 for the pavilion, update and maintenance on the playscape and would like <br />the citizens of San Marcos to help contribute to their efforts. John Chadwell, Public Relations <br />Chairman, stated he would like to continue to see the volunteerism contributed to the playscape <br />and would like to invite any type of volunteerism in the future. Debbie Austin, Fund Raising <br />Chairman, stated they had many ideas for fundraisers in the future. She stated they currently <br />have $17,000 and would like to make that balance much larger. She stated she would like to <br />encourage the citizens to participate in the adopt-a-square or a playstation program. She also <br />stated many children in the public and private school systems use the playscape and it needs a <br />great deal of maintenance. Kathy Wheat, Bill West and Madeline West declined to speak. John <br />McBride stated he would like to request the Council not approve the Sector Two Plan. He stated <br />three issues he would like the Council to consider in making their decision: 1) the master plan <br />designed for future development by the citizens. 2) democratic form of government and 3) <br />government of, for and by the people. RF. Hesalroad, of the Castle Forest Neighborhood <br />Association, stated he understood through the September meetings, there would be more traffic <br />generated on Ranch Road 12 (RR12) and Bishop with the adoption of the Sector Two Plan. He <br />requested the Council not adopt the Sector Plan as proposed and explore more creative ways of <br />development. Ralph Merriweather, stated he would speak later. Dr. RF. Sowell, representing <br />homeowner's on RR12, stated they felt the adoption of Sector Two would disrupt the peaceful <br />and wholesome environment of the neighborhood. He stated they are opposed to the traffic, <br />litter, noise and crime this may bring to the neighborhood. He requested the Council vote against <br />the adoption of the Sector Two Plan. Jake Isaac, Jr., of the Oak Heights Neighborhood <br />Association, stated they had a strong citizen concern for this change and would like to continue <br />to work on other creative ideas. He stated a few residents would 1ike to increase the value of <br />their property. Some of the concerns of their neighborhood were traffic, crime, noise, <br />environmental and utility concerns. Larry Rasco stated he would speak later. Kerstan Copeland <br />stated he moved to San Marcos from New Braunfels and opposed the Sector Two Plan. He <br />stated the beautiful homes in the neighborhoods were what drew him to San Marcos. Tom <br />Roach was not present to speak. Camille Phillips stated the long term view of the Sector Plan <br />
