She stated one <br />of the projects is the extension of Wonder Wodd Drive to Country Estates. She felt the traffic on <br />Bishop and RR 12 would be greatly reduced. Ms. Phillips stated she would like to propose a <br />charette be done between the City and the Sector Two Shareholders. She stated a charette is a <br />mediated design workshop and felt Ken Butler would be a good leader for the workshop. <br />Mayor Moore introduced for consideration a board appointment to the Greater Economic <br />Development Council. Mr. Hernandez moved to appoint John Ferguson as the San Marcos <br />Industrial Foundation representative, which passed unanimously. <br />Mayor Moore introduced for consideration two appointments to the Library Board. There were <br />no nominations so Mayor Moore requested these appointments be made at the next Council <br />meeting. <br />Mayor Moore introduced for consideration an appointment to fill a vacancy on the Main Street <br />Advisory Board. Mr. Cox moved to appoint Jana Crystal, which passed unanimously. <br />Mayor Moore introduced for consideration three appointments to fill vacancies on the Citizen <br />Review Commission. Mr. Mihalkanin and Mr. Hernandez stated they would make their <br />appointments at the next Council meeting. Ms. Hughson moved to appoint Kay Stott, which <br />passed unanimously. <br />Mayor Moore introduced for consideration an appointment to fill a vacancy on the Convention <br />and Visitors Bureau. Mr. Hart moved to appoint Gloria Salazar as the Hispanic Chamber <br />representative, which passed unanimously. Mr. Hernandez stated he was elected Chair of this <br />board and would update the Council on a regular basis. <br />Mayor Moore moved to receive a report from the Heritage Association. Frances Stovall stated <br />they have a new cookbook called "Twenty Years in the Cottage Kitchen" in 43 stores in Texas. <br />She stated the ambassadors are welcomed and admired in their dresses at the Cottage Kitchen. <br />She stated the Heritage Association was launching a new project in 1998 to celebrate for the 25th <br />anniversary of construction of the San Marcos River Walkway of Texas. She stated the <br />Walkway connected three parks along the river and became a people place. The playscape is <br />now also located along the River Walkway. Ms. Stovall stated we were the first City nationally <br />to receive a $10,000 grant from the National Centennial Commission which had to be matched <br />locally. She stated Jeff Kester would chair the fundraiser anniversary celebration which'will <br />honor Jake Pickle in June, 1998, at Quail Creek Country Club. Each month of 1998 will be a <br />different celebration of the anniversary. Ms. Stovall stated future goals of the Heritage <br />Association are to have more lights on the riverwalk and make repairs to the gazebo. <br />Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1997-1998 <br />FISCAL YEAR TO PROVIDE FUNDING FOR CITY PARTICIPATION IN THE <br />SISTER CITÅ’S PROGRAM AND DECLARING AN EMERGENCY. <br />Mr. Hernandez moved for adoption of the Ordinance on emergency and Mr. Cox seconded the <br />motion. Mayor Moore asked why this Ordinance is on emergency and asked about the <br />membership fee. Mr. Gilley stated this Ordinance could be changed to three readings. He <br />explained the membership fee to the Sister Cities Program is $380.00 and the additional balance <br />could be used for hosting visiting delegates, travel to cities, items to exchange and other related <br />details. Mayor Moore stated we have Sister Cities in Australia and San Marcos, California and is <br />aware of several Mexico Cities who are interested in a Sister City relationship. Mayor Moore <br />stated Austin has realized the value in these relationships. Ms. Hughson stated she felt the <br />money could better be used to keep streets paved, police protection, etc., and would like proof we <br />would get money returned to the City with such relationships. Mr. Guerra stated he agreed with <br />Ms. Hughson regarding the allocation of this money. He stated if Council Members want to go <br />
