<br />154 <br />Regular Meeting October 27, 1997 Page 4 <br />has 815 acres consisting of: 62% low density residential, 16% streets, 8% public & institutional, <br />10% medium density residential and high density residential, 20% commercial and 20% mixed <br />use. Mayor Moore stated he would like to find a solution good for the City and neighborhoods. <br />Ms. Phillips' stated there has been a lot of discussion on commercial and high density. Mr. Cox <br />stated he has been involved in an exercise with Mr. Butler, Ron Patterson, Ed Mihalkanin and <br />several others. He stated he agrees with Mr. McBride and takes the Master Plan language very <br />seriously. He thinks the charette offers a possibility of bringing different opinions together. Mr. <br />Mihalkanin stated the exercise was beneficial and felt if everyone was sincere to use the charette <br />in a creative way he would like to give it an opportunity. Mr. Hart stated he did not participate in <br />the exercise. Jack Weatherford stated he is trying to zone his property and has tried to work with <br />Oak Height's neighbors. He stated he has been dealt a lot of delay in using his property. Ms. <br />Phillips' stated she is opposed to commercial use of the property; however, would look at mixed <br />use. Mr. Guerra moved to table the Ordinance and Mr. Mihalkanin seconded the motion, which <br />passed unanimously. (Ms. Hughson abstained on this Ordinance). The Council requested the <br />stakeholders resolve this issue as quickly as possible. <br />Mayor Moore introduced for consideration reconsideration of three Zoning Ordinances. No one <br />wished to reconsider these Ordinances, the captions read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 2.607 ACRE TRACT OF PROPERTY LOCATED AT 639 E. HOPKINS STREET <br />FROM "M" SINGLE-FAMILY, DUPLEX AND NEIGHBORHOOD BUSINESS <br />DISTRICT AND "C" COMMERCIAL DISTRICT TO "C" COMMERCIAL DISTRICT; <br />INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTŒS. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 1.396 ACRE TRACT OF PROPERTY LOCATED IN THE 300 BLOCK OF <br />STAGECOACH ROAD FROM "TH-2" TOWNHOUSE RESIDENTIAL DISTRICT <br />(MEDIUM DENSITY) TO "C" COMMERCIAL DISTRICT; INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTŒS. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 0.3 ACRE TRACT OF PROPERTY LOCATED AT 705 CHEATHAM STREET <br />FROM "R-1" SINGLE-FAMILY DWELLING DISTRICT (LOW DENSITY) TO "LB" <br />LIMITED BUSINESS DISTRICT; INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTŒS. <br />Mayor Moore introduced for consideration the consent agenda including approval of the Minutes <br />of the Regular Meeting held October 13, 1997, approval of two Ordinances on second reading, <br />adoption of seven Resolutions and approval of Change Order No.2 in the amount of $53,119.00 <br />for the Wastewater Treatment Plant Expansion, on consensus. The Council removed Items <br />9.c.(1), (3), (5), (6), (7), adoption of Resolutions, and Item 9.D., approval of Change Order No.2 <br />in the amount of $53,119.00 for the Wastewater Treatment Plant Expansion, to be considered <br />separately. Mr. Hart moved for approval of the Minutes of the Regular Meeting held October 13, <br />1997, approval of the two Ordinances on second reading and adoption ofthe remaining two <br />Resolutions, on consensus. Mr. Hernandez seconded the motion, which passed unanimously. <br />The captions of the Ordinances and Resolutions read as follows: <br />Approval of Ordinances on second reading: <br />AN ORDINANCE AMENDING CHAPTER 86, UTILITŒS, OF THE CITY CODE TO <br />INCORPORATE CITY POLICŒS ON WATER AND W ASTEW ATER EXTENSIONS <br />TO SERVE PROPERTY WHERE SUBDIVISION PLATTING IS NOT INVOLVED; <br />INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTŒS. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />
