45 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SEPTEMBER 2, 1997 PRESENT: Mayor Billy G. Moore Mayor Pro-Tern Ronald K. Hart Council Members * Ed Mihalkanin * Jane Hughson Fred Guerra Joe B. Cox, Jr. * Rick Hernandez City Manager Larry Gilley Assistant City Manager Laura Huffman City Secretary Janis K. Womack City Attorney Mark Taylor Director of Planning and Dev. Ron Patterson Director of Finance Bill White Also Present: Melissa Millecam, Mario Gutierrez, Collette Duran, Victoria Sanger, Brandon Hart and others. Mayor Moore called the meeting to order at 5:30 p.m. Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ORDERING A SPECIAL ELECTION BY THE CITY TO BE HELD ON NOVEMBER 4, 1997 FOR THE PURPOSE OF SUBMITTING TO THE VOTERS A PROPOSITION REGARDING COLLECTIVE BARGAINING FOR POLICE OFFICERS; ESTABLISHING EARLY VOTING LOCATIONS AND POLLING PLACES FOR THIS ELECTION; MAKING PROVISIONS FOR THE CONDUCT OF THE ELECTION; AND DECLARING AN EFFECTIVE DATE. Ms. Hughson moved for adoption of the Ordinance on emergency and Mr. Hart seconded the motion, which passed unanimously. Mayor Moore introduced for consideration approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MA~COS, TEXAS, INCREASING WATER AND WASTEWATER RATES ESTABLISHED UNDER SECTIONS 86.231 AND 86.262, RESPECTIVELY, OF THE SAN MARCOS CITY CODE; AND INCLUDING PROCEDURAL PROVISIONS. Mr. Cox moved for approval of the Ordinance on second reading and Ms. Hughson seconded the motion, which passed unanimously. Mayor Moore introduced for consideration adoption of an Ordinance on third and final reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 2, ARTICLE 3 OF THE CITY CODE TO ADD A DIVISION 15; ESTABLISHING A PERMANENT CITY CONVENTION AND VISITORS BUREAU BOARD; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mr. Guerra moved for adoption of the Ordinance on third and final reading and Ms. Hughson seconded the motion. Mr. Mihalkanin moved to amend the Ordinance to add a position on the CVB Board, a representative from the Greater San Marcos Council of Neighborhood Associations, and Mr. Cox seconded the motion. On roll call the following vote was recorded: AYE: Mihalkanin, Hughson, Moore, Cox. NAY: Hart I Guerra. ABSTAIN: None. * Mr. Hernandez not present at this meeting; Mr. Mihalkanin present at 5:31 p.m.; Ms. Hughson left the meeting at 5:55 p.m.
