54 <br />Regular Meeting September 8, 1997 Paae 4 <br />0 <br />AYE: Mihalkanin, Moore, Cox, Hernandez. <br />NAY: Guerra. <br />ABSTAIN: Hughson. <br />(Mr. Hart not present on roll call). <br />Mayor Moore introduced a public hearing and approval of an Ordinance on first reading, the <br />caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, CHANGING THE NAME OF HOOD STREET TO PERKINS STREET FROM <br />ITS INTERSECTION WITH LARUE STREET TO MIDWAY STREET; PROVIDING <br />FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE. <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. There were no <br />speakers so Mayor Moore closed the public hearing. Mr. Gilley stated a total of 20 residents <br />would be affected by this street name change which is occurring due to the implementation of <br />9-1-1. Ms. Hughson moved for approval of the Ordinance on first reading and Mr. Mihalkanin <br />seconded the motion, which passed unanimously. <br />Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, SETTING THE TAX RATE FOR THE 1997 TAX YEAR; LEVYING TAXES <br />FOR THE USE AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF THE <br />CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 1997, AND ENDING <br />SEPTEMBER 30,1998; PROVIDING A SINKING FUND FOR THE RETIREMENT <br />OF THE BONDED DEBT OF THE CITY; AND DECLARING AN EMERGENCY. <br />Mr. Cox moved for adoption of the Ordinance and Ms. Hughson seconded the motion. Mr. Cox <br />moved to amend Section 2. A. and B. to reverse the numbers and Mr. Hernandez seconded the <br />motion, which passed unanimously. Ms. Hughson moved to amend Section 3. to read "Tax <br />Assessor-Collector..." and Mr. Mihalkanin seconded the motion, which passed unanimously, <br />The Council then voted unanimously for adoption of the Ordinance on emergency. <br />Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ADOPTING A BUDGET FOR THE FISCAL YEAR BEGINNING ON <br />OCTOBER 1, 1997 AND ENDING ON SEPTEMBER 30,1998; AUTHORIZING <br />CERTAIN ADJUSTMENTS TO THE BUDGET WITH THE APPROVAL OF THE <br />CITY MANAGER; APPROVING FISCAL YEAR 1997-1998 CAPITAL <br />IMPROVEMENTS PROGRAM PROJECTS; INCLUDING PROCEDURAL <br />PROVISIONS AND DECLARING AN EMERGENCY. <br />Ms. Hughson moved for adoption of the Ordinance on emergency and Mr. Guerra seconded the <br />motion. Mr. Guerra stated his concern with the minority balance of full-time employees at the <br />Fire Department. Chief O'Leary explained Civil Service takes the hiring process away from the <br />Staff and requires the City hire the applicants with the highest scores on the exam. Mr. Guerra <br />said he would like the Council to be aware of the minority balance and felt there was a failure in <br />the system. Ms. Hughson moved to amend the Budget to provide the San Marcos Hispanic <br />Chamber of Commerce $20,000. The motion failed for lack of a second. Mr. Guerra moved to <br />transfer $5,000 from his travel account to sidewalks and would like Hunter Road to be a priority <br />for the paths. Mr. Mihalkanin seconded the motion, which passed unanimously. Ms. Hughson <br />stated she transferred $4,000 from her travel account to the Planning and Zoning travel account,
