Mr. Gilley stated there <br />would be a total of $16,000 for sidewalks. Mr. Gilley stated CDBG has sidewalk funds and <br />thinks Hunter Road fits the criteria for CDBG funding. Mr. Guerra also requested the Council <br />develop a policy for expenditures from the Council expense account and consider reducing the <br />amount. Mr. Cox asked if the City had made a decision to match the Tanger Corporation Money <br />Marketing Project. Mayor Moore stated he felt this would be a good deal for the City. Monica <br />Blackburn, Tanger Corporation, stated they would use the funding to market a larger range by <br />radio, T.V., publications and various other ads. Louis Doiron stated Tanger was committed to <br />the investment dollar for dollar. Mr. Hart stated he did not feel the City should be helping the <br />private enterprise; however if the Council felt strongly about the funding perhaps it should be <br />incorporated in the C.V.B. contract. Ms. Blackburn stated the Hotel/Motel funds had to be used <br />a certain way and this did not qualify. Mr. Gilley stated there were several options for funding <br />this project. He suggested increasing the estimates of sales tax or using fund balance. It was a <br />consensus of the Council to increase the estimates of sales tax. Mr. Cox would like to consider <br />the recommendations of the Human Services Advisory Board and budget $10,000 to the Senior <br />Citizens Program. Mr. Guerra questioned the $13,000 from the Willie Mae Mitchell Center. Mr. <br />Gilley stated those funds were distributed equally to the agencies with increase requests. Mr. <br />Hart and Ms. Hughson agreed the Board was given a budget at the beginning of the process and <br />felt the Council should stand by their budget policy. Mr. Mihalkanin agreed. Ms. Hughson <br />stated she had questions regarding all the contracts with both Chambers and-moved to table the <br />adoption of the budget until after discussion of these items. Mr. Guerra seconded the motion, <br />which passed unanimously. <br />Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AUTHORIZING AND ALLOWING "UPDATED SERVICE CREDITS" IN <br />THE TEXAS MUNICIPAL RETIREMENT SYSTEM ON AN ANNUAL BASIS FOR <br />SERVICE PERFORMED BY QUALIFYING MEMBERS OF SUCH SYSTEM WHO <br />AT THE EFFECTIVE DATE OF THE ALLOWANCE ARE IN THE EMPLOYMENT <br />OF THE CITY OF SAN MARCOS; PROVIDING FOR INCREASED PRIOR AND <br />CURRENT SERVICE ANNUITIES FOR RETIREES AND BENEFICIARIES OF <br />DECEASED RETIREES OF THE CITY; INCREASING THE RATE OF DEPOSITS TO <br />THE TEXAS MUNICIPAL RETIREMENT SYSTEM BY THE EMPLOYEES OF THE <br />CITY; AND DECLARING AN EMERGENCY. <br />Mr. Guerra moved for adoption of the Ordinance on emergency and Mr. Mihalkanin seconded <br />the motion, which passed unanimously. <br />Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1996-1997 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE STURGEON STREET <br />EXTENSION (CONWAY ADDITION DEVELOPMENT INCENTIVE AGREEMENT) <br />AND DECLARING AN EMERGENCY. <br />Ms. Hughson stated she had a family member who lives in the neighborhood and Mr. Hart stated <br />he owned property adjacent to the area, filed an Affidavit of Disclosure, and both removed <br />themselves from the Council Chambers. Mr. Mihalkanin moved for adoption of the Ordinance <br />and Mr. Hernandez seconded the motion, which passed unanimously.
