55 Regular Meeting September 8, 1997 Page 5 and Mr. Mihalkanin transferred $7,000 of his travel account to sidewalks. Mr. Gilley stated there would be a total of $16,000 for sidewalks. Mr. Gilley stated CDBG has sidewalk funds and thinks Hunter Road fits the criteria for CDBG funding. Mr. Guerra also requested the Council develop a policy for expenditures from the Council expense account and consider reducing the amount. Mr. Cox asked if the City had made a decision to match the Tanger Corporation Money Marketing Project. Mayor Moore stated he felt this would be a good deal for the City. Monica Blackburn, Tanger Corporation, stated they would use the funding to market a larger range by radio, T.V., publications and various other ads. Louis Doiron stated Tanger was committed to the investment dollar for dollar. Mr. Hart stated he did not feel the City should be helping the private enterprise; however if the Council felt strongly about the funding perhaps it should be incorporated in the C.V.B. contract. Ms. Blackburn stated the Hotel/Motel funds had to be used a certain way and this did not qualify. Mr. Gilley stated there were several options for funding this project. He suggested increasing the estimates of sales tax or using fund balance. It was a consensus of the Council to increase the estimates of sales tax. Mr. Cox would like to consider the recommendations of the Human Services Advisory Board and budget $10,000 to the Senior Citizens Program. Mr. Guerra questioned the $13,000 from the Willie Mae Mitchell Center. Mr. Gilley stated those funds were distributed equally to the agencies with increase requests. Mr. Hart and Ms. Hughson agreed the Board was given a budget at the beginning of the process and felt the Council should stand by their budget policy. Mr. Mihalkanin agreed. Ms. Hughson stated she had questions regarding all the contracts with both Chambers and-moved to table the adoption of the budget until after discussion of these items. Mr. Guerra seconded the motion, which passed unanimously. Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING AND ALLOWING "UPDATED SERVICE CREDITS" IN THE TEXAS MUNICIPAL RETIREMENT SYSTEM ON AN ANNUAL BASIS FOR SERVICE PERFORMED BY QUALIFYING MEMBERS OF SUCH SYSTEM WHO AT THE EFFECTIVE DATE OF THE ALLOWANCE ARE IN THE EMPLOYMENT OF THE CITY OF SAN MARCOS; PROVIDING FOR INCREASED PRIOR AND CURRENT SERVICE ANNUITIES FOR RETIREES AND BENEFICIARIES OF DECEASED RETIREES OF THE CITY; INCREASING THE RATE OF DEPOSITS TO THE TEXAS MUNICIPAL RETIREMENT SYSTEM BY THE EMPLOYEES OF THE CITY; AND DECLARING AN EMERGENCY. Mr. Guerra moved for adoption of the Ordinance on emergency and Mr. Mihalkanin seconded the motion, which passed unanimously. Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1996-1997 FISCAL YEAR TO PROVIDE FUNDING FOR THE STURGEON STREET EXTENSION (CONWAY ADDITION DEVELOPMENT INCENTIVE AGREEMENT) AND DECLARING AN EMERGENCY. Ms. Hughson stated she had a family member who lives in the neighborhood and Mr. Hart stated he owned property adjacent to the area, filed an Affidavit of Disclosure, and both removed themselves from the Council Chambers. Mr. Mihalkanin moved for adoption of the Ordinance and Mr. Hernandez seconded the motion, which passed unanimously. (Ms. Hughson and Mr. Hart not present on roll call).
