moved down the freeway, leaving urban blight in town. He just found out this morning in Austin
American Statesman about at zero-interest $5 million loan. There is a lack of transparency. He
noted that we have a strong local business economy. In Dallas everything is a chain. This City
has so much going for it.
Gloria Salazar, 1614 Mockingbird, said that it is important that Council continue with
invocations. The founding fathers thought it important enough to put it into the constitution. As
for Springtown, the information in the Austin American Statesman was not accurate. Spingtown
center is an ideal location, and the developer will find his own money to develop it. If we have
that kind of money available, then we should provide jobs that pay living wages. We need to
increase our economic level.
Kyle Maysel, 108 E. San Antonio, opposed giving incentives to any development in Springtown
Center. He has seen it die and come back again and again. It was a mistake to move out on the
highway, and we have to pay that back with money out of our pocket. He has never been given
an incentive. He suggested that the owners sit on that building and pay the taxes and
maintenance on an empty building, and we will see these agreements go away. They will put
somebody in there. Let private business take care of itself.
Dianne Wassenich, I 1 Tanglewood, San Marcos River Foundation, encouraged the Council to
approve the unique stream segment designation. The Region L committee brought it up, and the
River Foundation endorses the idea. It did not pass before because there was concern it would
• preclude building dams. It does involve federal or state funding of dam projects for water supply
reasons, but there is no way to build there unless we want to flood the entire community. It is
pointless to bring up those objections. There was also concern regarding the repair of dams, but
that would be under the purview of Texas Parks and Wildlife. This ecological stream segment
would bring attention to our river that needs to be saved.
Rev. Jeff Latham, 1310 Advance, thanked the Council for what they do. He loves this city and
the people, and he is praying for reach of them. This job is highly important and he thanked the
Council for listening to everyone. He also thanked the Council for praying and seeking a higher
authority. He said to love your enemies and pray for those who persecute you. He is love.
Alva Hill, 126 Purgatory Pass, said there are mind, body and spirit. He asked where does the
spirit go when we pass away? He has been all over this world to 44 different countries. There
are over 400 indigenous groups in Guatemala, and they believe there is a supreme being.
7. City Council Reports
A.
