8. Staff Reports <br />A. Staff Report by City Manager Rick Menchaca. <br />1. Discussion and update on the Texas State Professor Housing Incentive <br />Program. <br />2. Train Quiet Zone update. <br />3. Capital Improvements Proiects and other proiect's quarterly update. <br />City Manager Rick Menchaca provided the City Council an update on the Texas State Professor <br />Housing Incentive Program, and the Train Quiet Zone. He also reported that their Project <br />Briefing books, containing the capital improvement projects, was ready. <br />CONSENT AGENDA <br />9. Consider approval of minutes. <br />A. June 16, 2009 Regular Meeting. <br />10. Consider adoption on second and final reading of Ordinance 2009-38, amending the <br />San Marcos City Code by amending Chapter 62, Article 2, Section 62.093 to authorize <br />assignment pay for Police Department personnel assigned to Mental Health Office duty <br />and providing an effective date. <br />11. Consider adoption on second and final reading of Ordinance 2009-39, amending <br />Chapter 2, Administration, Division 17, Youth Commission of the San Marcos City Code to • <br />establish a Youth Activities Fund; including procedural provisions; and providing an <br />effective date. <br />12. Consider adoption of Resolution 2009-83R. approving a Transformation Service <br />Agreement with the Lower Colorado River Authority Transformation Services <br />Corporation for transformation of electric power and energy; authorizing the City <br />Manager to execute the agreement and to execute amendments to the agreement in order to <br />add or delete substations from time to time; and declaring an effective date. <br />13. Consider adoption of Resolution 2009-84R, ratifying the Mavor's appointments to the <br />San Marcos Complete Count Committee in preparation for the 2010 United States Census; <br />and declaring an effective date. <br />14. Consider adoption of Resolution 2009-85R, approving the submittal of a Department of <br />Homeland Security A.R.R.A. Assistance to Firefighters Fire Station Construction Grant <br />application in the total sum of $2,108,495.00 for the purpose of rebuilding fire station 42 <br />located at 1314 Academv; approving a City match of $210,489.00; authorizing the City <br />Manager to sign the grant application; and declaring an effective date. <br />15. Consider adoption of Resolution 2009-86R, awarding a construction contract to G&P <br />contractors, Inc. for the Guadalupe Street Sidewalk Improvements Project in the amount <br />of $92,950.00 contingent upon the bidder's timely submission of sufficient bonds and • <br />insurance in accordance with the City's bid documents for the project; authorizing the City <br />RM070709 Minutes Page 6
