City Manager Rick Menchaca provided the City Council an update on the Texas State Professor Housing Incentive Program, and the Train Quiet Zone. He also reported that their Project Briefing books, containing the capital improvement projects, was ready. CONSENT AGENDA 9. Consider approval of minutes. A. June 16, 2009 Regular Meeting. 10. Consider adoption on second and final reading of Ordinance 2009-38, amending the San Marcos City Code by amending Chapter 62, Article 2, Section 62.093 to authorize assignment pay for Police Department personnel assigned to Mental Health Office duty and providing an effective date. 11. Consider adoption on second and final reading of Ordinance 2009-39, amending Chapter 2, Administration, Division 17, Youth Commission of the San Marcos City Code to • establish a Youth Activities Fund; including procedural provisions; and providing an effective date. 12. Consider adoption of Resolution 2009-83R. approving a Transformation Service Agreement with the Lower Colorado River Authority Transformation Services Corporation for transformation of electric power and energy; authorizing the City Manager to execute the agreement and to execute amendments to the agreement in order to add or delete substations from time to time; and declaring an effective date. 13. Consider adoption of Resolution 2009-84R, ratifying the Mavor's appointments to the San Marcos Complete Count Committee in preparation for the 2010 United States Census; and declaring an effective date. 14. Consider adoption of Resolution 2009-85R, approving the submittal of a Department of Homeland Security A.R.R.A. Assistance to Firefighters Fire Station Construction Grant application in the total sum of $2,108,495.00 for the purpose of rebuilding fire station 42 located at 1314 Academv; approving a City match of $210,489.00; authorizing the City Manager to sign the grant application; and declaring an effective date. 15. Consider adoption of Resolution 2009-86R, awarding a construction contract to G&P contractors, Inc. for the Guadalupe Street Sidewalk Improvements Project in the amount of $92,950.00 contingent upon the bidder's timely submission of sufficient bonds and • insurance in accordance with the City's bid documents for the project; authorizing the City RM070709 Minutes Page 6
