<br /> 3 <br />Regular Meeting January 8¡ 1996 Page 3 <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, ESTABLISHING A SENIOR CITIZEN FACILITIES ADVISORY BOARD¡ <br /> PROVIDING FOR THE COMPOSITION, POWERS AND DUTIES OF THIS BOARD¡ <br /> AND INCLUDING PROCEDURAL PROVISIONS. <br />Mr. Cox moved for approval of the Ordinance on first reading and Mr. <br />Guerra seconded the motion. Mayor Morris stated< the Board's duties <br />need to include program development, as well as facilities. Mayor <br />Morris moved to amend the Ordinance in Section 2.132(b) to read, <br />"The board acts in an advisory capacity to the city council and city <br />manager in the provision of facilities and leisure time pursuits of <br />senior citizens. . . .", and Mr. Hart seconded the motion. Mr. <br />Moore stated he thought there was a concern for more facilities and <br />programs. Mr. Taylor read the duties of the newly created Human <br />Development Commission to the Council. Mayor Morris withdrew her <br />amending motion and Mr. Hart withdrew his second to the Mayor's <br />motion. The Council then voted unanimously for approval of the <br />Ordinance on first reading. <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION <br /> 82.067 OF THE SAN MARCOS CITY CODE BY THE ADDITION OF AN <br /> INCREASED SPEED LIMIT ON C. M. ALLEN PARKWAY BETWEEN HOPKINS <br /> STREET AND UNIVERSITY DRIVE¡ INCLUDING PROCEDURAL PROVISIONS¡ <br /> AND PROVIDING FOR PENALTIES. <br />Mr. Cox moved for approval of the Ordinance on first reading and Mr. <br />Mooney seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration reconsideration of two <br />Zoning Ordinances. The Council did Rot wish to reconsider these <br />Ordinances. The captions of these Ordinances read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br /> A 0.98 ACRE TRACT OF PROPERTY LOCATED AT 310 WEST HUTCHISON <br /> STREET, FROM "P" (PUBLIC AND INSTITUTIONAL DISTRICT) TO "C" <br /> (COMMERCIAL DISTRICT) ¡ AND DECLARING AN EFFECTIVE DATE. <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br /> A 0.29 ACRE TRACT OF PROPERTY LOCATED AT 600 CENTRE STREET¡ <br /> FROM "M" (SINGLE-FAMILY, DUPLEX AND NEIGHBORHOOD BUSINESS <br /> DISTRICT) TO "P" (PUBLIC AND INSTITUTIONAL DISTRICT) AND <br /> DECLARING AN EFFECTIVE DATE. <br />Mayor Morris introduced for consideration approval of minutes of the <br />Regular Meeting held December 4, 1995 and Regular Meeting held <br />December 11, 1995¡ and adoption of five Resolutions on consensus. <br />The Council removed Item 8.B. (5), adoption of a Resolution, to be <br />considered separately. Mr. Guerra moved for approval of the minutes <br />of the Regular Meetings held December 4, 1995 and December 11, 1995 <br />Mr. Mooney abstaining to the December 11, 1995 minutes), and for <br />adoption of the remaining four Resolutions on consensus and Mr. <br />Moore seconded the motion, which passed unanimously. The captions <br />of the Resolutions read as follows: <br /> Adoption of Resolutions: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, APPROVING THE PURCHASE OF TWO 1/2 TON TRUCKS FOR THE <br /> ELECTRIC UTILITY DEPARTMENT THROUGH THE STATE GENERAL SERVICES <br /> COMMISSION; AUTHORIZING THE CITY MANAGER TO EXECUTE PURCHASING <br /> DOCUMENTS WITH THE STATE ON BEHALF OF THE CITY¡ AND DECLARING <br /> AN EFFECTIVE DATE. <br />
