3 Regular Meeting January 8¡ 1996 Page 3 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ESTABLISHING A SENIOR CITIZEN FACILITIES ADVISORY BOARD¡ PROVIDING FOR THE COMPOSITION, POWERS AND DUTIES OF THIS BOARD¡ AND INCLUDING PROCEDURAL PROVISIONS. Mr. Cox moved for approval of the Ordinance on first reading and Mr. Guerra seconded the motion. Mayor Morris stated< the Board's duties need to include program development, as well as facilities. Mayor Morris moved to amend the Ordinance in Section 2.132(b) to read, "The board acts in an advisory capacity to the city council and city manager in the provision of facilities and leisure time pursuits of senior citizens. . . .", and Mr. Hart seconded the motion. Mr. Moore stated he thought there was a concern for more facilities and programs. Mr. Taylor read the duties of the newly created Human Development Commission to the Council. Mayor Morris withdrew her amending motion and Mr. Hart withdrew his second to the Mayor's motion. The Council then voted unanimously for approval of the Ordinance on first reading. Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE SAN MARCOS CITY CODE BY THE ADDITION OF AN INCREASED SPEED LIMIT ON C. M. ALLEN PARKWAY BETWEEN HOPKINS STREET AND UNIVERSITY DRIVE¡ INCLUDING PROCEDURAL PROVISIONS¡ AND PROVIDING FOR PENALTIES. Mr. Cox moved for approval of the Ordinance on first reading and Mr. Mooney seconded the motion, which passed unanimously. Mayor Morris introduced for consideration reconsideration of two Zoning Ordinances. The Council did Rot wish to reconsider these Ordinances. The captions of these Ordinances read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 0.98 ACRE TRACT OF PROPERTY LOCATED AT 310 WEST HUTCHISON STREET, FROM "P" (PUBLIC AND INSTITUTIONAL DISTRICT) TO "C" (COMMERCIAL DISTRICT) ¡ AND DECLARING AN EFFECTIVE DATE. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 0.29 ACRE TRACT OF PROPERTY LOCATED AT 600 CENTRE STREET¡ FROM "M" (SINGLE-FAMILY, DUPLEX AND NEIGHBORHOOD BUSINESS DISTRICT) TO "P" (PUBLIC AND INSTITUTIONAL DISTRICT) AND DECLARING AN EFFECTIVE DATE. Mayor Morris introduced for consideration approval of minutes of the Regular Meeting held December 4, 1995 and Regular Meeting held December 11, 1995¡ and adoption of five Resolutions on consensus. The Council removed Item 8.B. (5), adoption of a Resolution, to be considered separately. Mr. Guerra moved for approval of the minutes of the Regular Meetings held December 4, 1995 and December 11, 1995 Mr. Mooney abstaining to the December 11, 1995 minutes), and for adoption of the remaining four Resolutions on consensus and Mr. Moore seconded the motion, which passed unanimously. The captions of the Resolutions read as follows: Adoption of Resolutions: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE PURCHASE OF TWO 1/2 TON TRUCKS FOR THE ELECTRIC UTILITY DEPARTMENT THROUGH THE STATE GENERAL SERVICES COMMISSION; AUTHORIZING THE CITY MANAGER TO EXECUTE PURCHASING DOCUMENTS WITH THE STATE ON BEHALF OF THE CITY¡ AND DECLARING AN EFFECTIVE DATE.
