Taylor <br />Municipal Court Judge Ross Allegro <br />Director of Planning & Developmental Services Ron Patterson <br />Director of Parks & Recreation Rodney Cobb <br />Director of Human Resources Carolyn Liner <br />Director of MIS Ramona Brown <br />Director of Environmental Health Terry Ewald <br />Fire Chief Dan OLeary <br />Police Chief Larry Kendrick <br />Director of SMEU Bob Higgs <br />Director of WIC Eddie Ortega <br />Also Present: Kim Doherty, Mario Gutierrez, Melissa Millecam, Harvey Ginsburg, Scott Maier, <br />Jack Major, George VonDerLippe, John Holtermann, Jake and P atty Sullivan, Sue Cohen, <br />i Amanda Ruiz, Stanley Hughson, Joe Castillo, Phil Neighbors, John and Beth Morrisset, Ron <br />Jager, Helen Cox, Johnny Finch, Rose Brooks and others. <br />Mayor Moore called the meeting to order at 7:30 p.m. <br />Mayor Moore introduced the ten-minute citizen comment period. Mayor Moore proposed the <br />Council extend the citizen comment period to 15 minutes so each side may have 5 minutes to <br />speak with 5 minutes of rebuttal. Mr. Hernandez stated there was no need for rebuttal and each <br />side should have a total of 10 minutes. Mr. Hart stated everyone should have the ri ght to speak. <br />Ms. Hughson stated she would like each speaker to be limited to 1 minute. Mr. Mihalkanin <br />agreed with Ms. Hughson. Mr. Hernandez stated 20 minutes to each side would be okay. <br />Discussion ensued. Council extended the citizen comment period to 20 minutes. Ms. Hughson <br />stated she would like each speaker to speak one time only. Jack Major stated he was born in San <br />Marcos and worked for the City for 27 years. He stated when alcohol was first brought into Hays <br />County, it was as off-premise consuming only, then eating establishments, then bars, liquor stores, <br />and now extended hours. He declared he loves San Marcos and does not want to see it torn up. <br />Tom McNair stated the wastewater sewage rate went up 53% last year and another 28% this year <br />with an 8,000 gallon cap for residents. He stated duplexes should be no different. He stated he <br />felt this was unfair and was disappointed. Mayor Moore stated the staff has discussed the issue <br />and recommended Mr. McNair discuss this with the City Manager. dir. McNair stated there were <br />many variables regarding the extended bar hours and the Council needed to use common sense. <br />' - ' Stanley Hughson stated he would like to reserve his time for Item ,8. Jerry Moore stated he was <br />concerned with the extended bar hours. He stated he has been involved with education for many <br />years and spoke with several administrators in the last few weeks regarding their stand on the <br />issue. He stated students have a hard enough time studying without being given more hours a <br />week for drinking. vls. B.J. Lashley-Hassell, Victim Services Coordinator for MADD, stated <br />DWI's are on an increase. She stated during April, May and June of 1996 there were li fatalities <br />and just this week she received 8 new cases. Ms. Hassell stated dangers lie within the <br />neighborhoods as well as the highways. C.C. Laidley stated he would like to speak on the <br />annexation when it appears on the agenda.
