2 <br />Regular Meeting October 14, 1996 Page 2 <br />stated he surveyed 30 people in his neighborhood; 2 favored extended bar hours, 6 were <br />undecided and 22 opposed. He encouraged the Council to follow the advice of the Red Ribbon <br />Proclamation and "know when to say when, just say no" and vote against the bar hours. Dr. <br />Harvey Ginsburg stated the measures the Council is using to determine the outcome of the trial <br />period for bar hours are all negative measures and positive measures need to be created. Jack B. <br />Chaney decided not to speak. Johnny Finch addressed the Council in David Dishman's place. Mr. <br />Finch stated the petition the Council received earlier was composed of 750 names. He stated _ <br />downtown was his neighborhood and would like to keep his neighbors at home and not on the <br />road. He stated if we keep our people in a structured environment it would eliminate the <br />problems in the neighborhoods. Ollie Giles, Chair of the San Marcos Area Neighborhood <br />Council, stated on behalf of the neighborhoods they ask that the Council vote against the bar <br />hours. She stated she contacted DPS for statistics on highway accidents and DPS hoped the bar <br />hours would not pass. Jake Isaac, Oak Heights Neighborhood Association, stated his survey of <br />51 residents showed 3 for the issue and 48 against. He encouraged the Council to vote against <br />the issue and continue the proclamation of Red Ribbon Week. Cathy Locke stated she has two <br />daughters and a husband that is a police officer, so this issue affects her entire family. She <br />encouraged the Council to vote against the bar hours. Crystal Locke, student at SWT, stated she <br />would not like to see the extended bar hours and the reputation of the University go back to being <br />"a party school". She stated someone is going to get hurt with the extended hours and not all <br />young students are in favor of this issue. Loy Locke stated he is against thq extended bar hours. <br />He argued it was ludicrous to even have a trial period. Rosemary Arredondo stated two years <br />ago she lost her son to a drunk driver and two other daughters suffered injuries from that <br />accident. She stated people get into trouble all by themselves and they do not need City Council <br />to help them. She stated if you are in the path of a drunk driver you are not safe. Jane Wilson, <br />Neighborhood Association, stated she called 45 people; 43 were opposed, 1 was neutral and 1 <br />was in favor of the issue. She encouraged the Council to vote against extended bar hours. John <br />Morrisset thanked the Council for serving in their capacity and stated the Council was their to <br />represent the citizens and there needs and desires. He stated alcohol was on a list of problems in <br />San Marcos and suggested the Council cut it down. Roger Morgan stated he would like to wait <br />and address the Council on Item '8. Joe Gonzales stated he opposes the extended bar hours. Jeff t _ <br />Caldwell stated he opposes the extended the bar hours. Dick Souell stated he would like to wait <br />until Item -8. <br />Mayor Moore introduced for consideration approval of two appointments to the Senior Citizens <br />Facilities Advisory Board. Mr. Guerra moved to appoint Betty Farlow and Ms. Hughson moved <br />to appoint Ralph Harrell, which passed unanimously. , <br />Mayor Moore introduced for consideration approval of a board appointment to the Human <br />Services Advisory Board. No nominations were received. Mr. Guerra asked Ms. Womack to <br />research the establishment of this Board and if each Council Member made an appointment at that <br />time. Mayor Moore suggested the Council take a comprehensive look at the way Human Services <br />funding allocation is done through various agencies and the allocating agencies be brought <br />together for one hearing. Mayor Moore asked this appointment to be scheduled at the next <br />Council Nfeeting. <br />Mayor Moore introduced for consideration approval of a board appointment to the Convention & <br />Visitors Bureau. Mr. Hernandez stated the appointments are limited because a lot of people are <br />not members of the Hospitality Association and requested this appointment be scheduled for the <br />next Council Meeting. <br />Mayor Moore introduced for consideration approval of a board appointment to the Historic <br />Preservation Commission. Mayor Moore moved to appoint Dr. Arlis Hiebert in the At-Large <br />position and move Donna Hill to the Belvin Street District. Mr. Guerra asked if the <br />recommendation from the Historic Preservation Commission of C. Hill Rylander was being <br />considered. Ms. Womack stated Mr. Rylander did not live on Belvin Street and this appointment <br />represents that position. The Council then voted unanimously for the appointment of Dr. Arlis <br />Hiebert to the At-Large position and Donna Hill to the BeNin Street District position. <br />Mayor Moore introduced for consideration approval of three appointments to the Library Board.
