(9) Michael Stanley stated he lives on <br />River Road and recycles and thinks everyone should. (10) Karen <br />Adams stated she was representing San Marcos High School students, <br />staff and faculty. She recycles classroom paper and Kyle Hahn picks <br />this up. The volume recycled is immeasurable. She stated Mr. Hahn <br />picks up paper district wide. She wants the Council to support this <br />center and is willing to ask the School District for funding also. <br />Mayor Moore stated the Lower Colorado River Authority has a regional <br />recycling plan, a regional solid waste plan. CAPCO also has the <br />same. Ms. Hughson and Mr. Hernandez are assessing solid waste <br />management along with staff. This is a prelude to the City <br />rebidding our contract with BFI for garbage and curbside recycling. <br />The commercial entities also use Longhorn, Waste Management and <br />Texas Disposal,Systems. The multi-family and restaurant customers <br />may not be using any of these services. Mayor Moore has discussed <br />with Dr. Larson of SWT, a state-wide renowned solid waste specialist <br />currently using his time to locate former landfills and identify <br />those presenting present or future environmental hazards. He has <br />agreed to work with the City to help them with the data and <br />information required in our assessment. We want to do a good job in <br />controlling our solid waste stream. We should conserve, recycle and <br />reuse. Mr. Hahn serves as a collector and transporter, and the <br />economic motivation is not strong enough to carry him through a <br />difficult period. Other small operators in the state are <br />experiencing this too. The City will discuss contracting with Mr. <br />Hahn and the issue of recycling. <br />Mayor Moore introduced for consideration approval of an appointment <br />to the Convention and Visitors Bureau. Mr. Hernandez moved to <br />appoint Katy Muir (Hospitality Association) who is employed at the <br />San Marcos Factory Shops, which passed unanimously. <br />Mayor Moore introduced a report from'the Heritage Association by <br />Frances Stovall, representing the Liaison Committee. Also present <br />were Immediate Past President Curtis Parkerson and Dr. Jimmy Cobb, <br />the incoming President. Mrs. Stovall reviewed her written report <br />with the Council. She stated they had taken on new projects and <br />revised some traditional ones. They have enhanced the quality of <br />life in San Marcos and have a new cookbook that is selling well. It <br />has fostered awareness of San Marcos' role in preservation and the <br />use of historic buildings. They received honors in 1996 from the <br />Texas Historical Commission recognizing leadership in heritage <br />tourism (Medallion for Distinguished Service). Jeff Kester was <br />honored as volunteer of the year at the Texas Historical <br />Commission's Annual Conference in Amarillo in April. He is the <br />first to receive this award from a nonprofit heritage organization. <br />Tour requests have tripled since the Tours of Distinction and <br />Historic Tours of Old San Marcos were included in a Houston <br />Chronicle article and very recently in Texas Highways Magazine. The <br />historic tours have recently been restructured around five themes, <br />including the Georgia Lawshe Woods Tour, the subject of an <br />historical novel, True Women. The Heritage Association led the <br />effort to launch the Tanger Information Center. The monthly trolley <br />tours have had a good beginning bringing shoppers downtown and on <br />tour aboard the trolley. They work with the tourist centers, Main <br />Street and the Chambers of Commerce to bring more visibility to San <br />Marcos. This week they mailed out an historical driving tour of San <br />Marcos to travel editors of metropolitan area newspapers and <br />prestigious magazines. Packets were also mailed to all the Texas <br />Highway entry points and paid by the Association. They began twenty <br />years ago this coming year, and their goals were met then by <br />bringing about the restoration of the Charles S. Cock House (by the <br />City of San Marcos Bicentennial Commission, their genesis). They <br />then initiated historic tours through the leadership of Bob <br />Kercheville, created the Riverwalk and Memorial Grove and have <br />continual care of parkland around the museum. They have worked <br />productively with the Parks and Recreation Department. Operating <br />expenses and income were briefly reviewed. Some of their <br />accomplishments include repairs to the museum foundation, painting <br />the porch and planting two flowerbeds twice in the Veramendi Plaza. <br />They put back funds earned to the City in some manner each year.
