69 <br />Regular Meeting November 4,, 1996 Page 3 <br />The Council thanked the Association for all they do. <br />Mayor Moore introduced for consideration adoption of an Ordinance on <br />emergency amending the City Budget Ordinance for the 1996-97 fiscal <br />year to provide funding for the Green Guy Recycling Services <br />Contract. Ms. Hughson moved to table this matter until after the <br />contract is discussed later in this agenda and Mr. Hernandez <br />seconded the motion. On roll call the following vote was recorded: <br />AYE: Mihalkanin, Hughson, Hart, Moore, Cox, Hernandez. <br />NAY: None. <br />ABSTAIN: Guerra. <br />For the record Mr. Guerra stated he filed an affidavit noting his <br />conflict of interest that his salary is paid by Browning-Ferris <br />Industries. The abstention in this item is related to his <br />employment and he will leave the Chambers during any discussion. <br />Mayor Moore introduced for-consideration reconsideration of a Zoning <br />Ordinance. The Council removed Item 8.C.(1) to be considered <br />separately, adoption of a Resolution. Mr. Hart moved for approval <br />of the minutes of the Regular Meeting held October 28, 1996, <br />approval of the three Ordinances on second reading, adoption of the <br />remaining six Resolutions and approval for use of Tourist'Account <br />Funds in the amount of $1,123.50 on consensus and Ms. Hughson <br />seconded the motion (Mr. Guerra abstaining to Item 8.B.[2] and Mr. <br />Hernandez abstaining to Item 8.A., minutes of Regular Meeting <br />October 28, 1996).
