Mr. Cox stated this identifies a much broader <br />scope than the general discussion now, and believes the experts <br />should be on tap but not on top. Mr. Hart stated government thinks <br />they are the experts and we are the ones bogging down_the process. <br />Mr. Cox stated the contractors are a resource and ultimately have an <br />input to the issue. Mr. Cox identified the discussion as a <br />long-term issue and the idea of a task force to not just say what <br />they want, but to hear experts from both Staff and outside, and to <br />look at long-term needs as well as the fact we have to deal with a <br />February deadline. Ms. Hughson stated it boils down to what the <br />contractor is willing to pick up and what it will cost. Mr. <br />Mihalkanin stated to funnel the information in a way to result in a <br />contract, should Staff create RFPs for potentially different type <br />services for a variety of items to see what private business can <br />provide in the way of services. We need to specify what we are <br />remotely thinking of for the RFPs to be viable. Mayor Moore stated <br />Mr. Hart wants to go with the specifications we have and Mr. <br />Mihalkanin is asking to specify what add-ons we may want to check <br />out, and Mr. Cox stated by February. Mr. Hart stated this is not as <br />complicated as we are trying to make it. Ms. Hughson does not think <br />the services need to be provided by one contractor. Mr. Hart stated <br />he wants incorporated the operation of a drop-off center. Mr. <br />Gilley stated given the complex nature of the issuer he asked if it <br />would be agreeable with the Council to bring this matter back the <br />first meeting in January, and it was consensus of Council for Staff <br />to do so. <br />Mayor Moore introduced the City Manager's Report. Mr. Gilley had no <br />report at this meeting. <br />Mayor Moore introduced the City Attorney's Report. Mr. Taylor had <br />no report at this meeting. <br />Mayor Moore introduced the City Council's Report (Mr. Guerra <br />returned to the Chambers for this item). (1) Ms. Hughson asked if <br />the Council wanted to have a liaison to the River Foundation and <br />stated she would represent the Council if they wanted her to. Mr. <br />Guerra stated he wants to be the liaison to the River Foundation, so <br />it was consensus of Council for Mr. Guerra to be the liaison. (2) <br />Ms. Hughson stated when she moved from one residence to another, she <br />asked SMEU if she could transfer her deposit. She was advised she <br />would need to pay a deposit for the new residence and her'first <br />deposit would be returned to her. When Ms. Hughson moved a third <br />time she was advised she would need to pay a third deposit and would <br />get a refund from the first two. She thinks citizens should be <br />allowed to transfer their deposits. Ms. Hughson stated this is a <br />policy issue, and Mr. Gilley agreed it is a policy issue on how <br />deposits should be managed and if the Council directs, the SMEU <br />Board could review deposit policies in place and make a <br />recommendation to the Council. Mayor Moore requested the SMEU Board <br />also look at whether or not credit established by citizens in Austin <br />with LCRA could be transferred to SMEU when they move to San Marcos. <br />Mr. Gilley stated that would be appropriate to look at, and the <br />driving force behind the policy in place now was a great deal of <br />concern regarding the uncollectible accounts we inherited when San <br />Marcos purchased the electric utility system. (3) Mr. Cox was <br />contacted regarding the street name change from Perkins to Hood. <br />Mrs. Perkins stated no one contacted her family regarding the City <br />changing the name, and there is some unhappiness in her family <br />regarding this change. Ms. Hughson stated the Planning and Zoning <br />Commission discussed when a street name needs to be changed, that <br />name could be reapplied to another street. Mr. Cox stated Jack <br />Perkins used to run the barbeque place downtown years ago and <br />owned land and was involved with John Stokes in developing Oak <br />Heights. Mr. Cox stated Mrs. Perkins and her son, Roy Perkins, live <br />in his neighborhood. Mr. Cox advised the Neighborhood President of <br />the street name change but did not specifically talk to the family. <br />Mr. Cox advised the family he would raise this issue with the <br />Council. Mr. Guerra stated our street name policy may need to <br />require, if important, significant people are involved,
