EXHIBIT A SCOPE OF SERVICES <br />TRAVIS STREET/HERITAGE DRAINAGE OUTFALL <br />PROJECT UNDERSTANDING <br />Freese and Nichols, Inc. (FNI) understands the City of San Marcos (The Client or the City) intends to <br />reconstruct Hopkins Street and improve drainage within the area to help alleviate flooding. Preliminary <br />engineering has been performed and it is proposed to take the storm water from the upper watershed, <br />collect most at Hopkins Street where it will be directed to a storm drainage system at Travis Street and <br />outfall at Purgatory Creek. A small portion of the storm water on the north side of the project will continue <br />to outfall into the existing drainage system paralleling Moore Street (Blanco -Moore System). As most the <br />flow reaching Hopkins Street is collected, flooding issues between Hopkins Street and Purgatory Creek <br />will be reduced. <br />It is intended for drainage improvements on Hopkins Street to carry the 100 -year ultimate land use flows <br />(unless otherwise approved) within the right-of-way along Hopkins Street to the storm drainage system <br />along Travis Street which ultimately outfalls at Purgatory Creek. The drainage system will provide stub - <br />outs for a future system along Belvin Street, which when constructed, will provide full capture of storm <br />water upstream of Hopkins Street. These Belvin drainage improvements should be constructed as soon <br />as practical to ensure the system functions properly. Civil construction plans for Belvin are not part of this <br />project. <br />Not included in this contract is the design to contain the storm water associated with the channel <br />paralleling Bishop Street from Prospect Street to Purgatory Creek (Bishop System) or improvements to <br />the existing undersized drainage system paralleling Moore Street (Blanco -Moore System). These drainage <br />systems will require separate systems and is not included in this scope. <br />The scope of this project includes the refinement of the drainage analysis required for design of the outfall <br />system from Hopkins Street to Purgatory Creek within Dunbar Park herein referred to as "Design Package <br />1". This project will also include water and wastewater relocations/adjustments, mill and overlay between <br />the curbs, traffic control, and construction phase services. <br />FNI will render the following professional services in connection with the development of the Travis <br />Street/Heritage Drainage Outfall Project: <br />A-1 <br />
