City Council Meeting Minutes -Final December 20, 2016 <br /> For: 6- Mayor Guerrero, Council Member Prather, Mayor Pro-Tern Hughson, Council Member <br /> Gregson, Deputy Mayor Pro Tern Prewitt and Council Member Prewitt <br /> Against: 0 <br /> Absent: 2- Mayor Thomaides and Council Member Derrick <br /> 2. Consider adoption or direction to Staff on matters discussed in Executive Session. <br /> Council reconvened into open session at 5:48 p.m. Council did not receive an <br /> update regarding Project Enfield, but upon returning into open session acted on <br /> Item #23 concerning Project Humpty Dumpty. <br /> 6:00 PM <br /> V. 30 Minute Citizen Comment Period <br /> John Barthel, CASA Volunteer, expressed his gratitude to the Council for the <br /> funding that they approved from the CDBG Program to CASA. He explained <br /> what CASA does in the community and his role as a child advocate. He provided <br /> their plans for the funds and that they now have 44 advocates are able to support <br /> 90 children. He explained how the funding from the City provided CASA the <br /> ability to perform their services. <br /> Ben Kvanli, stated that with regard to Item #9 that the Council has the ability to <br /> change the river in a very significant way. He stated that families use this part of <br /> the river and that Olympians have trained in it as well. He stated that they <br /> couldn't train there today due to the amount of plant matter that is there. He <br /> mentioned his experience with getting tangled in wild rice, and asked for balance <br /> in regards to the amount of aquatic plants being placed in the river. <br /> Brian Olson, thanked Mayor Guerrero and Council Member Prather for their <br /> service and congratulated Mayor-Elect Thomaides and Council Member Prewitt <br /> on their recent wins. Mr. Olson echoed Mr. Kvanli's comments and stated that <br /> too much could be a bad thing. He wanted to know why this money is now going <br /> to the University Houston Clear Lake or Texas State. He also asked when does the <br /> wild rice become too much? He stated that there are people that do not want to <br /> get in the river because of it. He asked that the Council please consider this <br /> information when voting on this item. <br /> CONSENT AGENDA <br /> A motion was made by Council Member Gregson, seconded by Council Member <br /> Prewitt, to approve the Consent Agenda with the exception of items # 9, 15 and 18, <br /> which were pulled and considered separately.
