City Council Meeting Minutes -Final December 20, 2016 <br /> 19. 7:00PM Receive a Staff Update on the CDBG Program and hold a Public Hearing to <br /> receive comments for or against the 2015 CDBG Consolidated Annual Performance <br /> Report (CAPER). <br /> Janis Hendrix, Community Initiatives Administrator, provided a brief update on <br /> the 2015 Consolidated Annual Performance Report (CAPER) and a timeline of <br /> upcoming items for the CDBG program. <br /> Mayor Guerrero opened the Public Hearing at 7:03 p.m. <br /> There being no comments, Mayor Guerrero closed the Public Hearing at 7:04 p.m. <br /> No further action was taken. <br /> NON-CONSENT AGENDA <br /> 20. Consider approval of Ordinance 2016-58, on the first of two readings, amending Chapter <br /> 2, Division 15, Sections 2.351 through 2.352 of the San Marcos City Code to remove the <br /> Chair and Vice-Chair of the San Marcos Area Chamber of Commerce Board of Directors <br /> as non-voting ex-officio members on the Convention and Visitor Bureau Advisory Board; <br /> and to modify the general powers and duties of the board; providing for the repeal of any <br /> conflicting provisions; and providing an effective date. <br /> Main Motion: A motion was made by Council Member Prewitt, seconded by <br /> Mayor Pro-Tern Thomaides, to approve Ordinance 2016-58 on the first of two <br /> readings. <br /> Motion to Amend: A motion was made by Council Member Hughson, seconded by <br /> Council Member Derrick, to amend Ordinance 2016-58 by revising the <br /> composition of the board to include two City Council Members as voting members <br /> on the Convention and Visitor Bureau Board. The motion carried by the following <br /> vote: <br /> For: 8- Mayor Guerrero, Mayor Thomaides, Council Member Prather, Mayor Pro-Tern <br /> Hughson, Council Member Derrick, Council Member Gregson, Deputy Mayor Pro Tern <br /> Prewitt and Council Member Prewitt <br /> Against: 0 <br /> Main Motion: to approve Ordinance 2016-58, as amended on first reading.
