78 <br />Regular Meeting August 2G, 1996 Page 7 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING AMENDMENT NO. 1 TO THE INTERLOCAL AGREEMENT <br />BETWEEN THE CITY AND THE GUADALUPE-BLANCO RIVER AUTHORITY FOR <br />THE DEVELOPMENT OF A REGIONAL SURFACE WATER PROJECT; <br />AUTHORIZING THE CITY MANAGER TO EXECUTE THIS AMENDMENT ON <br />BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE: <br />Mr. Guerra moved for adoption of the Resolution and Mr. Hart <br />seconded the motion. Mr. Cox stated he does not feel the City is <br />clearly informing the public where we are going in this matter and <br />asked Mr. Gilley to elaborate. Mr. Gilley stated this extension of <br />time will allow the City and GBRA additional time to work out the <br />construction, operation of the plant and transmission facilities. <br />Nothing regarding the design work with the City's engineering firm <br />nor GERA's plans to move forward with the transmission line has <br />changed and both are still moving forward. The issues that have not <br />yet been defined are sizing issues relative to the regional <br />partnership. We do not know who will be involved regionally, and <br />until known, we do not know if the plant capacity currently being <br />planned will be sufficient. GERA still needs to determine how big <br />the transmission line should be from the Guadalupe River. The line <br />still needs to be built, so they are moving forward on that premise, <br />there are right-of-way issues to be resolved, and there will be-time <br />to make these decisions and get the facility on line according to <br />our schedule. We have a commitment from all parties to move forward <br />with this project and water from the Guadalupe River will be <br />transported to the site of the plant and used for our surface water <br />project. Mr. Gilley stated the regional issues are not just with <br />GERA, as the equity issues have not yet been defined. This could <br />become a San Marcos issue if San Marcos ends up owning the entire <br />plant, then we would need to size the plant to meet the regional <br />needs. Mr. Mihalkanin asked what other entities might own the <br />surface water treatment plant in addition to San Marcos. Mr. Gilley <br />stated GBRA might partially own it, GERA could own it entirely if <br />the Council chose to go that direction and look to GBRA for <br />operation, and any of the regional partners might have an ownership <br />interest; and this is all subject to decisions made by the Council. <br />We are presently moving with the premise the plant will be owned <br />entirely by San Marcos and the transmission facility solely by GBRA, <br />but if the Council or other entities involved wish, it can be <br />different than that. Mr. Mihalkanin asked Mr. Gilley to explain the <br />transmission lines, and Mr. Gilley stated these are the rdw water <br />lines. Mr. Guerra stated the direction Mr. Gilley is pursuing <br />regarding the transmission lines and plant were provided by the <br />Council, and Mr. Gilley stated that is correct. Ms. Hughson <br />expressed concern with the off-channel reservoir and in previous <br />discussions thought the matter might still be undetermined. She <br />asked if there is still a commitment to do that and does it still <br />need to be part of this agreement, and would GERA be okay with our <br />deleting that. Mayor Moore stated he believes that is an <br />engineering question and they have advised us we need off-channel <br />storage if the system goes down, or a lot more above ground storage <br />to insure a supply of water. Ms. Hughson stated she thought we <br />should store a supply of treated water. Mr. Gilley stated in regard <br />to the pipeline, there is less emphasis on the reservoir with regard <br />to that water than previously has been discussed. We do need more <br />storage capacity, and the engineers are looking into what is best. <br />This contract mentioned SCS structures that already exist and could <br />represent some storage capacity for us. The off-channel reservoir <br />is related more to the use of the San Marcos River, the <br />unappropriated water rights and the bed and banks permit than it is <br />to the transmission line from the Guadalupe River. Water can be <br />removed from the San Marcos River and placed in the off-channel <br />reservoir in times of abundant flow and stored for subsequent use. <br />Ms. Hughson asked how much water supply is in the towers, and Mr. <br />Boeker advised one and one-half days supply ground and elevated. <br />Ms. Hughson wants the off-channel reservoir deleted. Mr. Guerra <br />asked if the application was site specific, and Mr. Gilley stated <br />the off-channel reservoir site has been determined. Mr. Guerra <br />stated recently the Council in a split vote of 4/3 determined the <br />off-channel reservoir site. Mr. Gilley stated the treatment plant <br />site is not site specific yet.
