It is his understanding that to protect some of the <br />items, there was going to be built plexiglass panels for the curved <br />display shelving. It is being done piecemeal, but he does not think <br />there are any complaints by those who are involved in setting this <br />up. They just think if certain things happen, it can be made nicer. <br />Mr. Mihalkanin has worked there a few times and what he has heard <br />has been positive and thinks it is encouraging people to visit in <br />town. Mr. Mihalkanin is in favor of visitor centers being placed at <br />every entrance into town, but in terms of costs realizes maybe that <br />is not possible. He thinks the new visitor center has encouraged a <br />lot of volunteerism and the City needs to encourage that. Mr. Cox <br />stated there is some thought being given to the need for the trolley <br />system to operate at night from downtown into the neighborhoods. <br />Mr. Cox stated when the Council held a Workshop in Bastrop, they <br />discussed budgeting $300,000.00 to $500,000.00 for streets if the <br />money was available. Mr. Gilley stated there has been no precise <br />amount and the number has changed through the years. Mr. Gilley <br />stated the City no longer has a separate construction crew and <br />$100,000.00 has been allocated for street overlay for materials. <br />Mr. Cox stated recent Council discussions lead to a need to have a <br />Workshop to further discuss transportation and traffic issues. Mr. <br />Cox stated if we have a major capital improvements program, he would <br />want streets to be included and thinks the Council needs to discuss <br />the possibility of a bond issue. Mayor Moore agreed the Council <br />needs to review streets and drainage and Mr. Gilley stated Staff can <br />work on focus of that at a Workshop. Mr. Gilley will talk with <br />Council regarding a date and Mayor Moore stated to arrange the <br />Workshop after budget. Mr. Guerra requested this be considered in <br />connection with a Regular Meeting instead of a separate Workshop if <br />possible. Mr. Guerra asked Mr. Taylor if it is legal to fund the <br />trolley from hotel/motel funds, and Mr. Taylor advised it is legal <br />for the tourist route but not for the entire cost of the system. <br /> <br />Mayor Moore introduced for consideration a public hearing and <br />adoption of a Zoning Ordinance, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 0.496 ACRE TRACT OF PROPERTY LOCATED AT 827 MARTIN LUTHER <br />KING DRIVE, FROM "P" (PUBLIC AND INSTITUTIONAL DISTRICT) TO <br />"MR" (MOBILE HOME AND RESIDENTIAL DISTRICT); INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mayor Moore opened the public hearing and asked if anyone wished to <br />speak. Marilyn Nwaokobia was present representing her parents and <br />stated they would like the property rezoned. No one else wished to <br />speak, so Mayor Moore closed the public hearing. Mr. Guerra moved <br />for adoption of the Zoning Ordinance and Ms. Hughson seconded the <br />motion, which passed unanimously. <br /> <br />Mayor Moore introduced for consideration a public hearing and <br />adoption of an Ordinance on emergency, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE ABANDONMENT OF THE ALLEYWAY CONNECTING THE <br />1400 BLOCKS OF FURMAN AVENUE AND ALLEN STREET (UNOPENED); : <br />AUTHORIZING THE CITY MANAGER TO EXECUTE DEEDS TO ABUTTING I <br />PROPERTY OWNERS; AND DECLARING AN EMERGENCY. <br /> <br />Mayor Moore opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Moore closed the public hearing. Mr. <br />Guerra moved for adoption of the Ordinance on emergency and Ms. <br />Hughson seconded the motion, which passed unanimously. <br /> <br />Mayor Moore introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br />
