Ms. Hughson asked if this could be discussed <br />at the transportation workshop, and Mr. Gilley stated it can be <br />discussed then but it will probably delay the petition to the first <br />of the year. Mr. Hart stated if the City is going before the <br />Commission¡ he thinks the Loop should be added. Ms. Hughson and Mr. <br />Cox agreed. Mr. Gilley stated there is a specific process for the <br />-- petition and hearing. They allow three speakers who are not public <br />officials to speak and strongly encourage the total time to twenty <br />minutes for all speakers. It can all be worked out to include the <br />Loop if the Council wants to pursue this. Ms. Hughson asked how <br />much the Riverside/River Road connector would cost, and Mr. Gilley <br />advised an estimate of $4 million. Mr. Gilley was directed to bring <br />the draft petition to the Council at the next meeting for Council <br />input and direction. Mr. Hart stated he sees the need for the <br />Council to bé'specific and limit the list to our most specific <br />needs. Ms. Hughson stated TDOT has asked the City to coordinate <br />with the County. We do have the Hays County Infrastructure <br />Committee who are pro-active and she thinks we should get their <br />support and let them know what the City is doing. (2) Mr. Gilley <br />stated the Toilet Rebate Program has been successful and we have run <br />out of funding. We have 27 additional requests and it was consensus <br />of Council to increase the funding. (3) Mr. Gilley stated the, <br />Council has directed BFI to pursue a 95 gallon container pilot <br />program. BFI is ready to move forward, and San Antonio and MLKare <br />the proposed streets for the pilot program (once a week pickup)' (Mr. <br />Guerra left the Chambers during this discussion 10:07 p.m. to 10:10 <br />p.m.) . <br /> <br />Mayor Moore introduced the City Attorney's Report. Mr. Taylor <br />stated the City has been involved in extensive court proceedings and <br />Aquifer Authority meetings regarding the supply of water. Ms. <br />Hughson has been involved several occasions and made a presentation <br />in New Braunfels at one of the Aquifer Authority public hearings on <br />proposed rules. The Aquifer Authority Board will meet tomorrow and <br />may adopt some emergency rules then, and we will have a Staff member <br />present. Mr. Taylor stated the monitor Judge Bunton has proposed <br />for appointment presented Judge Bunton with a plan on August 11 and <br />we hope to get a copy of it as soon as the Judge makes it available. <br />Judge Bunton said he would make it available for comment by the <br />stakeholders before he implemented it, and would probably have <br />another hearing in Austin. If the Aquifer Authority Board does <br />something to implement emergency rules, Mr. Taylor stated he thought <br />the Judge will probably back off, then we will see if those rules <br />have any impact. The Aquifer has been holding relatively steady for <br />the last two weeks, which lessens the need for the emergency. <br /> <br />Mayor Moore introduced the City Council's Report. (1) Mr. Guerra <br />stated the Council requested Mr. Gilley to add money which was <br />beyond what Mr. Gilley had proposed, and asked what the total was. <br />Mr. Gilley stated $45,000.00 or $50,000.00 for the Police <br />Department and $10,000.00 for the Advocacy. Mr. Guerra stated that <br />will come from General Fund, and Mr. Gilley advised that was <br />correct. (2) Ms. Hughson asked if a, retreat was going to be <br />scheduled in the Fall, and Mr. Gilley stated one can be scheduled if <br />the Council wants one. Mayor Moore stated he could like to have a <br />compressed workshop in a five or six hour period in a local <br />location. Mayor Moore directed Mr. Gilley to find out what issues <br />the individual Council Members may want to address. Mr. Cox stated <br />the transportation issues are complex and he thought the Council <br />agreed to have a workshop or meeting to focus on this matter. Mayor <br />Moore stated Mr. Guerra wants to have that matter addressed on an <br />agenda, and Ms. Hughson stated she did not think it could receive <br />the attention it needs in an hour and one-half. (3) Mr. Cox asked <br />Mr. Gilley where do we stand on the sector plan. Mr. Patterson <br />stated Section 1 is completed, and with Summer almost over, we can <br />start holding hearings in the area. Staff has begun background work <br />on Sector 2. Within the next thirty days we will start holding <br />hearings in Section 1. (4) Mr. Mihalkanin presented a model draft <br />for the Mayor's Blue Ribbon Committee and asked for feedback or <br />amendments from the Council. Mr. Cox stated the purpose includes <br />
