<br />3l <br /> <br /> <br /> <br />Special Meeting August 5, 19% Page 3 <br /> <br />for years has been focused on event funding. Mayor Moore stated event funding is reduced by a <br />certain percent each year. Some of the events from last year have been discontinued to support <br />the longer ruruùng activities. He suggested this year the new Board should determine where the <br />administrative funds would be equitable, accountable and independently divided. !vfr. Hernandez <br />stated he would like to see the new Board discuss looking at a cap for ongoing events. He stated <br />they have track records to review and help make their decision. Mayor Moore suggested letting <br />r-; the various organizations know what the Council considered a successful event. lYir. Gravitz <br />I , thanked jyfr. Guerra for his idea on criteria for a new Board and suggested the new Board <br />I_' propose their own budget. Mayor Moore said the new Board could review the budget presented <br />and decide if they would like to make some amendments and present them to the Council at that <br />time. !v1r. Gravitz thinks this is a major step for San Marcos and hoped the Chamber will be <br />somewhat flexible for tourism and arts. Buddy Mostyn, \Vonder World, stated he disagreed with <br />the Chamber's budget as far as advertising. He stated \Vonder \Vorld, Aquarena Springs and the <br />Outlet Malls have donated money to the Chamber for advertisement. He feels the advertising <br />dollars have gone down the tubes. He stated the hotel room rents are down, Aquarena Springs is <br />going, and it is time to restructure the format of the San Marcos Community. N1r. Mostyn stated <br />the Community depended upon tourism and suggested the City cannot wait another year for <br />advertising. Mayor Moore stated CVB and EDC would stay under the Chamber and funding <br />needs to be looked at to make the Tanger Information Center a remarkable place. A pennanent <br />display is needed at the Tanger Mall. It was consensus of the Council to separate the Hispanic <br />Chamber and add S10,000.00 to their budget and keep CVB and EDC under the Chamber. <br /> <br />Mayor Moore introduced for consideration an Ordinance on emergency, the caption which reads <br />as follows: <br /> <br />Ai,{ ORDINAi"\fCE OF THE CITY COUNCIL OF THE CITY OF SAi'{ NfARCOS, <br />TEXAS, REVISING DIVISION 2 OF CHAPTER 86, OF THE SAi"\f ìv1ARCOS CITY <br />CODE, REVISING WATER USE RESTRICTIONS UNDER THE CITY'S WATER <br />CONSERVATION ORDINA.J."\fCE; INCLUD~G PROCEDURAL PROVISIONS; <br />- PROVIDING FOR PENALTIES; AND DECLARING A.J.'{ EMERGENCY. <br /> <br />J\1r. Guerra moved for adoption of the Ordinance on emergency and Ms. Hughson seconded the <br />motion. Mr. Gilley stated watering days have been consistent. Ms. Hughson suggested once a <br />week was too much watering. Mr. Taylor stated there were designated days (Tuesdays and <br />Thursdays) in the original Ordinance. Dianne Wassenich stated she was disappointed in the <br />Council for considering doing what San Antonio does. She suggested San Marcos would be on <br />the front pages of all the papers in Central Texas comparing us to San Antonio because we were <br />lessening our restrictions. !vir. Guerra questioned Mr. Taylor about tabling this Ordinance until <br />Judge Buntyn makes his decision. Mr. Taylor stated that was left up to the discretion of the <br />Council, but San Marcos was not becoming as lax as San Antonio. Mr. Mihalkanin suggested the <br />City restraining the water use was a problem with the foundations of homes and it was beyond the <br />grass issue at this time. Mr. J\fihalkanin asked the Council to consider watering once every two <br />weeks. Mayor Moore moved to amend Chapter 86, Division 2, Section 86.061 (b) (1) a. 1. to <br />read as follows: "... sprinklers are permitted on designated days only between 6:00 a.m. and <br />8:00 a.m. . . ." and Ms. Hughson seconded the motion. On roll call the following vote was <br />recorded: <br /> <br />AYE: j\;fihalkanin, Hughson, Hart, Moore, Cox, Hernandez. <br />r-; <br />I ' NAY: Guerra. <br />i <br /> <br />ABSTAIN: None. <br /> <br />jyfr. Hernandez moved to table the Ordinance and Mr. Guerra seconded the motion. On roll call <br />the following vote was recorded: <br /> <br />AYE: Guerra, Hernandez. <br /> <br />NAY: !vfihalkanin, Bughson, Hart, Moore, Cox. <br />
