Mayor Moore has requested Mr. <br />Kimmel prepare the charge. Mr. Cox stated if this group will be <br />functioning under the authority/sanction of the City, he agrees with <br />Ms. Hughson's request for a report before the budget approval. Ms. <br />Hughson stated she would like to receive the findings of, the group <br />and the direction they think the City should be going in. Mr. Cox <br />added although not the focus of the group, he would like their <br />findings as an evaluative body, how the City is doing today. Ms. <br />Hughson stated she thought this information needed to be meshed into <br />the CVB contract. Mr. Guerra stated Mr. Hernandez as Mayor Pro-Tern <br />and the City's representative to the CVB, should serve on this <br />committee. Mr. Cox moved for approval of the names read into the <br />record by Mayor Moore, Mr. Mihalkanin (Markham, Cooper and Cooper) <br />and Mr. Guerra (Mayor Pro-Tern Rick Hernandez) and Mr. Hart seconded <br />the motion. On roll call the following vote was recorded: <br /> <br />AYE: Mihalkanin, Hughson, Hart, Moore, Cox, Hernandez. <br /> <br />NAY: None. <br /> <br />ABSTAIN: None. <br />. <br />(Mr. Guerra not voting on this item). The Council stated the <br />A-Team would consist of the first twenty names listed, and allpther <br />names approved would serve as resource people and facilitators.' <br />Mayor Moore stated the charge would be distributed to all when it <br />was received. <br /> <br />Mayor Moore introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE SUBMISSION, OF A GRANT APPLICATION TO THE <br />BUREAU OF JUSTICE ASSISTANCE UNDER THE LOCAL LAW ENFORCEMENT <br />BLOCK GRANTS PROGRAM TO PURCHASE LAPTOP COMPUTERS FOR THE <br />POLICE DEPARTMENT; AUTHORIZING THE CITY MANAGER TO ACT IN ALL <br />MATTERS REGARDING THIS GRANT PROGRAM; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mayor Moore opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Moore closed the public hearing. Mr. <br />Guerra moved for adoption of the Resolution and Mr. Hart seconded <br />the motion. Mr. Guerra asked Chief Kendrick if this is a one-time <br />expenditure, to which he responded yes. Mr. Hart stated this is the <br />kind of expenditure that should be made with grant funds, one-time <br />expenditures with no recurring expense. Chief Kendrick stated he <br />did not know how many computers they would be able to purchase, but <br />would buy as many as possible with the grant funds the City would <br />receive. He' estimated the costs to be approximately $2,000 each. <br />Ms. Hughson asked if this would reduce overtime, and Chief Kendrick <br />stated he thinks it will, even over a short period of time. The <br />Council voted unanimously for adoption of the Resolution. <br /> <br />Mayor Moore introduced for consideration adoption of an Ordinance on <br />- emergency, the caption which was read as follows: <br /> <br />I AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />I TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1995-1996 <br />. FISCAL YEAR TO PROVIDE FUNDING FOR THE PARK RANGER PROGRAM; AND <br />DECLARING AN EMERGENCY. <br /> <br />Mr. Guerra moved for adoption of the Ordinance on emergency and Mr. <br />Cox seconded the motion. Mr. Guerra asked how many are presently <br />working in the program, and was advised fourteen. Mr. Gilley <br />advised there are no plans to place any Rangers in the downtown <br />area, but we could look at that as a possibility. He stated we will <br />look at keeping some of the Rangers working year round, and maybe~ <br />some could work downtown. In response to Ms. Hughson's question, <br />Mr. Cobb advised citation level authority consisted of minor <br />violations, such as jumping off the bridge. He stated the Rangers <br />also have emergency medical training. Mr. Hart asked how many <br />
