<br />III <br />Regular Meeting July 8,-1996 Page 4 <br />Police Reserves the City currently has and Chief Kendrick advised <br />four. Mr. Hart asked if the Reserves are funded in the proposed <br />budget and was advised yes. Mr. Hart stated he would like to look <br />at deleting this program, as Staff has recommended on several <br />occasions, and using that funding for a Cycling Program in the <br />downtown area. The Council voted unanimously for adoption of the <br />Ordinance on emergency. -- <br />Mayor Moore introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1995-1996 <br /> FISCAL YEAR TO PROVIDE FUNDS FOR WASTEWATER CAPITAL <br /> IMPROVEMENTS PROGRAM ENGINEERING FEES; AND DECLARING AN <br /> EMERGENCY. <br />Mr. Hart moved for adoption of the Ordinance on emergency and Mr. <br />Cox seconded the motion. Mr. Guerra asked why this is on emergency, <br />and Mr. Gilley responded to get funds in place to keep the project <br />moving along with the critical time frame. Ms. Hughson asked if <br />this funding would take the City through 100% of the design phase, <br />and Mr. Gilley advised yes. In response to Mr. Hart:, Mr. Gilley <br />stated all funding in this Ordinance request is from Wastewater CIP <br />Fund Balance, and none from capital recovery fees for this project. <br />The Council voted unanimously for adoption of the Ordinance on <br />emergency. <br />Mayor Moore introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1995-1996 <br /> FISCAL YEAR TO PROVIDE FUNDING FOR THE HUNTER ROAD WIDENING <br /> PROJECT; AND DECLARING AN EMERGENCY. <br />Mr. Guerra moved for adoption of the Ordinance on emergency and Ms. <br />Hughson seconded the motion. Mr. Jenkins advised them the <br />right-of-way would start at Wonder World Drive and go to the City <br />limits (approximately the entrance to Miller School). Mr. Jenkins <br />stated this widening will address both schools at once. Ms. Hughson <br />expressed concern for the bottleneck. Mr. Gilley advised 'the <br />project would take approximately two years to complete, and he did <br />not see the future of this particular area doing anything but <br />getting worse. Ms. Hughson stated a center lane is needed. Mr. <br />Jenkins stated TDOT has looked at three and four lanes, and is <br />unaware of a five-lane possibility. Mr. Mihalkanin stated he does <br />not know why this is going to help by widening with bottlenecks at <br />each end. He asked if the City could request a center lane, and how <br />could the request be made and have any strength. The City will be <br />contributing ten percent of the right-of-way costs. Mr. Gilley <br />stated the State would welcome the City's input, but they will make <br />the final decisions. Ms. Hughson stated she thought the City should <br />at least give input to them, and especially our concern for the need <br />for a center lane. Mr. Guerra stated he agreed with Mr. Mihalkanin <br />that we at least need to provide our input, and it is certainly good -~u <br />the Police Department is there most of the time directing the <br />traffic. Mr. Cox had discussed with Mr. Gilley the City's <br />responsibility for the traffic not getting better. Mr. Gilley <br />stated some options, such as acquisition of Hopkins right-of-way to <br />add lanes; one-way pairs of Hopkins and San Antonio Streets; making <br />MLK one-way, which would have to deal with floodway concerns. Mr. <br />Patterson stated there are some long-range goals for traffic <br />solutions with decisions to be made over a period of time. Mr. <br />Gilley stated some of the decisions may need to be made. The <br />Council requested this subject be addressed at the next Council <br />Quarterly Workshop. It was consensus of the Council for Mayor Moore <br />to write TDOT a letter regarding the traffic concerns and request <br />for a center lane. The Council voted unanimously for adoption of <br />the Ordinance on emergency. <br />
