Ms. Hughson asked Ms. Huffman what is the minimum amount <br />of money needed to bring a portion of the Old Christian Church up to <br />standards. Ms. Huffman advised air conditioning and electrical work <br />would need to be done to bring the building into compliance, and the <br />architect could provide information on minimum needs. There was no <br />recommendation that an elevator be installed. Ms. Hughson stated <br />the brush clean-up in the amount of $5,000 was not on the list. She <br />stated we need to provide a mulcher and give the mulch to the <br />citizens to use. Mr. Cox asked if this could be funded by the City. <br />Ms. Huffman stated chippers are being recommended in the budget so <br />the City can give the mulch back to the citizens to use. Mr. Guerra <br />stated the Staff is taking hits regarding the recommendations, and <br />he requested the process be covered. Ms. Huffman advised the public <br />comments received at the public hearings are tied to the Staff's <br />recommendations. The projects selected were where there was public <br />support that was not already being funded. Ms. Huffman stated these <br />items were not items removed from the budget but were items that had <br />not been funded. Mr. Guerra stated it is time to reach a decision. <br />Mr. Cox stated if at all possible he wanted Staff's recommendations <br />to be made available to the public at least two weeks prior to the <br />Council being presented with the recommendations for final approval <br />next year. Mr. Hart stated the Council is not seasoned how to <br />handle CDBG funding and in defense of Staff, thinks they have done <br />the best job they can to input what the citizens want and do what <br />Council wants. Mayor Moore agreed there is no science how to make <br />the final determinations. In response to Mr. Hernandez' question, <br />Mr. Patterson stated the City is coordinating with the County and <br />ISTEA grant funds to fund the sidewalk project on the LBJ side of <br />the Square in the Downtown area. Mr. Cox stated he is in support of <br />the City spending funds on the Old Christian Church to be used as a <br />City facility. He stated it is an ongoing responsibility of the <br />City to perform graffiti abatement, neighborhood clean-ups and <br />neighborhood sidewalks. Mr. Patterson stated he thinks all the <br />Staff's recommendations are qualified CDBG grant projects. Some of <br />?- these projects have urgent needs to assist low and moderate income <br />persons. Mr. Hart moved for adoption of the Resolution and Mr. <br />Hernandez seconded the motion. If the Council wants to fund any <br />projects otherwise not covered here may result in raising the tax <br />rate or needing to decide what is important in the budget (1 cent = <br />$90,000). On roll call the following vote was recorded: <br />AYE: Hart, Moore, Guerra, Cox, Hernandez. <br />NAY: Mihalkanin, Hughson. <br />ABSTAIN: None. <br />The Council discussed the need to establish a liaison between the <br />City Council and the senior citizen community, and it was consensus <br />of the Council for Joe Cox to serve as the liaison. The Council <br />expressed the City does have a commitment to the seniors. <br />Information regarding the Old Christian Church is to be provided to <br />the Council. Ms. Hughson stated she would be very interested in <br />receiving a report in a year regarding senior programs offered at <br />the Activity Center. She stated she was looking forward to a report <br />on this. <br />Mayor Moore introduced for consideration reconsideration of a Zoning <br />Ordinance. The Council did not wish to reconsider the Ordinance. <br />The caption of the Ordinance reads as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 4.557 ACRE TRACT OF PROPERTY LOCATED AT 1010 RIVER ROAD, FROM <br />"PD" (PRE-DEVELOPMENT DISTRICT) TO "MH" (MOBILE HOME DISTRICT); <br />INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES.
