69 <br />Regular Meeting June 24T 1996 Page 4 <br />sidewalks and clean-up work in neighborhoods. She stated there are <br />too many senior organizations, and they need to be working together. <br />She stated she thinks the City should run the building Mr. Price <br />left. (3) Kyev Tatum stated the Council needed to hear from the <br />public before determining they wanted to spend money on <br />infrastructure. Mayor Moore stated the Council discussed over a <br />one-year period the need to spend the money for permanent on the <br />ground projects. Mr. Tatum stated the money should be used as the <br />community wants, not spent on projects the City should be fixing <br />anyway. Mr. Tatum stated infrastructure is important, but the funds <br />should be spent to benefit areas where it is really needed. He <br />asked the Council to consider carefully their decisions, and there <br />is a need to make young people productive. (4) Celestino Mendez <br />stated he was echoing what has been said. He stated he served on <br />the Urban Renewal Board, and the Council needs to balance needs with <br />funds available. He stated some things should be funded with the <br />general budget. He is in favor of expenditures in Parks facilities. <br />Mr. Mendez stated the information regarding Staff's recommendations <br />should have been made available prior to decisions being made. (5) <br />Earl Moseley, a member of the Abundant Life Christian Church, stated <br />it is an exciting time for the church. He thanked the City for the <br />use of the church. They have been located in the church fora year <br />and have grown tremendously. They are interested in pursuing a <br />program for unmotivated youth through the Justice Center and want to <br />build residences in San Marcos. They are interested in purchasing <br />the church from the City at a fair price and wish to work <br />cooperatively with the City. (6) Dr. Martin Juel asked what has <br />transpired to make things difficult to work with the Christian <br />Church. Mr. Hernandez replied the City has the option to sell the <br />property. No one else wished to speak, so Mayor Moore closed the <br />public hearing. Mr. Guerra asked what the time frame is, and Mr. <br />Patterson advised him there is a tight time frame and a thirty-day <br />comment period following Council's approval of the expenditures. <br />This has to be in to HUD by August 15. Mr. Guerra asked Messrs. <br />Hart, Moore, Cox and Hernandez if any wanted to change their minds <br />of the direction for Staff to go forward with infrastructure <br />recommendations, and if so, the bidding war could begin. Mr. Hart <br />stated he is committed to go with-the infrastructure <br />recommendations. Mr. Cox stated he essentially agrees with Mr. <br />Hart. Mr. Cox stated he would look at subsequent year funding <br />options, but not this year. He stated it would be unwise to use <br />CDBG funds as operating funds that will eventually go away. The <br />Council decided and he thinks it would be prudent for this year to <br />go with the infrastructure recommendations. Mr. Cox referred to the <br />City's general funds use by service agencies being recommended to <br />the Council through the Human Services Advisory Board. Mr. <br />Hernandez stated this commitment to infrastructure started a year <br />ago. He stated he wants to ask questions regarding a couple of the <br />programs, but the overall impact of these expenditures will be <br />dollars well spent. Mayor Moore stated we are at the end of the <br />process and need to make decisions of the CDBG funds. Mayor Moore <br />advised Dr. Juel the church is not a low priority, but the estimate <br />of repair is $435,000, and the City has a tremendous amount of <br />funding requests. Ms. Huffman advised Mr. Mihalkanin the church <br />repairs were estimated in September of 1994 to be $350,000.00. <br />Mayor Moore advised Mr. Mihalkanin the church has structural <br />problems and is not up to City Code requirements to be utilized by <br />the City. Ms. Huffman advised Mr. Mihalkanin the Abundant Life <br />Christian Church is now using one room, not all of the building. <br />Mr. Mihalkanin stated the negative appearance of Staff's <br />recommendations prior to the third public hearing process. He <br />stated some of the recommendations are wonderful, and some of the <br />projects, such as sidewalks, streets and drainage the City should be <br />paying for. He would like to see the City make a promise to <br />continue the sidewalks program to connect to the ones funded in the <br />recommendations. Mayor Moore stated the drainage improvements are <br />necessary, but since all citizens do not have the problem, it is an <br />unpopular expenditure but still needs to be built. Ms. Hughson <br />stated she agreed with Mr. Mihalkanin and is not convinced all the <br />recommendations would qualify for CDBG funding. She thinks a senior <br />citizen center would be a good thing, and the Committee for the <br />Activity Center greatly considered the recommendations of senior
