68 <br />Regular Meeting June 24L 1996 Page 3 <br />Mayor Moore introduced for consideration a public hearing and <br />adoption of a Zoning Ordinance, the caption which was read as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY-BY REZONING <br />LOT 80, SOUTH END ADDITION, LOCATED AT 807 ARIZONA STREET, FROM <br />"R-1" (SINGLE-FAMILY DWELLING DISTRICT [LOW DENSITY]) TO "MR" <br />(MOBILE HOME AND RESIDENTIAL DISTRICT); INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Mayor Moore opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Moore closed the public hearing. Mr. <br />Guerra asked if Mr. Flores was aware of the standards and would <br />adhere to them, and Mr. Patterson responded yes. The Council voted <br />unanimously for adoption of the Ordinance. <br />Mayor Moore introduced for consideration a public hearing and <br />adoption of a Zoning Ordinance, the caption which was read as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 4.14 ACRE TRACT OF PROPERTY LOCATED AT 1200 AQUARENA SPRINGS <br />DRIVE, FROM "M" (SINGLE-FAMILY, DUPLEX AND NEIGHBORHOOD <br />BUSINESS DISTRICT) TO "MF-4" (MULTI-FAMILY DISTRICT [HIGH <br />DENSITY]); INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR <br />PENALTIES. <br />Mayor Moore opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Moore closed the public hearing. Ms. <br />Hughson moved for adoption of the Zoning Ordinance and Mr. Hart <br />seconded the motion. Mr Guerra asked Mr. Patterson how many more <br />apartments this would add. Mr. Patterson stated this is an existing <br />apartment complex and will not add more traffic. This amendment is <br />conforming to zoning and 65-70% of the "M" zoning has now been <br />phased out. The Council voted unanimously for adoption of the <br />Zoning Ordinance. <br />Mayor Moore introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE ALLOCATION OF 1996 COMMUNITY DEVELOPMENT <br />BLOCK GRANT (CDBG) FUNDING; AUTHORIZING THE PUBLICATION OF AN <br />ACTION PLAN FOR THE 1996 CDBG FUNDING; AUTHORIZING THE CITY <br />MANAGER TO ACT AS THE OFFICIAL REPRESENTATIVE OF THE CITY TO <br />ACT IN MATTERS RELATED TO THE GRANT PROGRAM AND DECLARING AN <br />EFFECTIVE DATE. <br />Mayor Moore opened the public hearing and asked if anyone wished to <br />speak. Mr. Patterson advised the forms have been completed to file <br />with HUD. This will be the third public hearing, the first two <br />being held on January 5 and January 6, 1996. There will be an <br />additional thirty-day comment period. This is the City's third year <br />entitlement. The amount expected this year will be $721,000.00, and <br />the amount has dropped each year. The Staff's recommendations were <br />provided. (1) Ron Jager on behalf of the Senior Citizens <br />Association requested the Old Christian Church be renovated to be <br />used for senior citizens city-wide. He thinks this is what H. Y. <br />Price wanted, and thinks this would not be a strain on the City's <br />budget if CDBG funds are used. The grant funds should benefit at <br />least 510 of low to moderate income persons. Mr. Jager stated the <br />church meets conditions for use by senior citizens. The City <br />indicated there were public health and safety problems last year, <br />and the building continues to deteriorate, which would qualify it <br />for funding. Mr. Jager said it also qualifies for funding to remove <br />barriers and install an elevator. Mr. Jager said some Council <br />Members last year indicated they would support this project with <br />grant funds. They are requesting $100,000.00 for-renovations. <br />(2) Ollie Giles representing the Neighborhood Association wants to <br />see the CDBG funds used to rehabilitate homes, provide drainage,
